RE Official information request CDHB 9666
I refer to your Official Information Act request dated 13 July 2017 requesting the following information.
We endeavoured to get some clarification from you on 21 July 2017 and some narrowing of the scope of
your request (including the 21 year time frame) as did other DHBs via DHB Shared Services on 19 July
2017. To date we have not received a response.
Can you please give me the figures of patients (from 1996 to 2016) with the below
symptoms/diagnoses below:-

Diagnosis of bipolar disorder
-
Seizures
-
Abnormal bleeding
-
Depression
-
Suicidal thoughts / attempts
-
Death by suicide
-
Insomnia
-
Anxiety
The Canterbury DHB does not hold the information pertaining to your request for the years prior to
2000, we are therefore declining to provide this under section 18(g) of the Official Information Act.
Canterbury DHB has interpreted the scope of your request as asking for inpatient events, therefore our
response does not include people who have had contact with community services or any other DHB
service (including ED) with any of the symptoms or diagnoses to which your request refers.
The Canterbury DHB does not have a code for abnormal bleeding or suicidal thoughts (symptoms used
in the formulation of a diagnosis and only available in clinical notes). To provide this information would
require substantial time and resource to go through individual patient files and we are declining to do
this under section 18(f) of the Official Information Act.
Death by suicide: The Coroner determines and reports suicide statistics in New Zealand, by district, and
given the specified 21 year timeframe you might consider sourcing information from Coronial Services
https://coronialservices.justice.govt.nz/. We can, however, provide you with information for Bipolar disorder, Seizures (epilepsy), Depression,
Anxiety and Insomnia. Please refer to
Appendix 1 Table one, Table two and
Fig.1 (attached) for
information pertaining to these services between calendar years 2000 and 2016. These tables outline
the count of discharges by year (
Table one) and distinct patients (
Table two) who were discharged by
year. (
Note: some people had more than one discharge within the same year).
Fig.1 is a graph portraying the information provided in
Table one.
If you disagree with our decision to decline any information you may, under section 28(3) of the Act,
seek an investigation and review of our decision from the Ombudsman.
