Mangere Town Centre
I refer to your request which we received on 4 September 2017, concerning the Mangere
Town Centre.
A recent health and safety report on the Council owned parts of the Mangere Town
Centre.
Please find attached risk registers for the following Mangere Town Centre facilities:
• Mangere Town Centre Library/Citizens Advice Bureau (CAB)
• Moana-Nui-a-Kiwa Pool and Leisure Centre
• Mangere Arts Centre
• Mangere/Ohahuhu Local Board Office
Please note these documents are in the council’s generic risk register format due to the fact
that the council does not generate specific health and safety (H&S) reports for all council-
owned facilities. Some facilities may have a detailed report as the result of any serious
health and safety incident. We are not aware of any serious incident has occurred in any
facilities at the Mangere Town Centre.
A list of reported health and safety incidents, particularly injuries related to falls or
slips on wet tiles in the Mangere Town Centre between September 1, 2015, and
September 1, 2017.
Any health and safety-related incidents (including near miss incidents) around Auckland
Council sites that have been identified and reported by either a staff member or member of
the public should all be reported in the council’s health and safety recording system, Risk
Manager.
Please find attached list of health and safety incidents for the Mangere Town Centre which
were exported from Risk Manager for the period between 1 September 2015 and 1
September 2017.
Please note that some personal information relating to some staff members and members of
the public have been redacted from the report to protect their privacy. This information is

Act 1987 (LGOIMA).
A report detailing if the Mangere Town Centre or the Council-owned facilities within
the Mangere Town Centre would be safe during an earthquake.
Please be advised that under the Buildings (Earthquake Prone Buildings) Amendment Act
2016, Auckland Region is identified as being a low seismic risk zone.
Council’s Seismic Programme has been established to assess seismic risk for all Auckland
Council buildings. It is currently prioritised to focus on the following two types of building
identified under the Amendment Act:
• Unreinforced masonry (URM) buildings; and
• Buildings that were designed or built prior to 1976 which have three or more storeys or
being 12m greater in height.
Under the Act, the timeframes specified that all earthquake prone buildings (based on the
above two building types) to be identified within 15 years and all strengthening work on
those buildings to be completed within 35 years from the time that they are identified.
Auckland Council is currently prioritising assessments based on the most vulnerable building
types first. No detailed seismic assessments have been carried out on buildings at the
Mangere Town Centre at this time.
A report detailing if the Mangere Town Centre or the Council-owned facilities within
the Mangere Town Centre would be at risk during a fire.
Please note that both fire assessments and compliance are carried out by Council’s
Operational Management and Maintenance team as part of the Building Warrant of Fitness
(BWOF) process.
Council has also conducted additional assessments on buildings with external Aluminium
Composite Panels (ACP) cladding and fire safety compliance. Please refer to the attached
copy of Mangere Town Assets; none of the buildings in Mangere Town Centre were
identified at risk of fire based on these assessments.
