Dear Mr Tait
Local Government Official Information and Meetings Act 1987
CAS-569362-D8H2N4
We refer to your request for information dated 7 September 2017 requesting information relating to the
recently installed New North Road, Soljak Place and Bollard Ave intersection traffic lights.
Auckland Transport’s response to your request for official information is as follows:
1.
What decisions were made surrounding the implementation of traffic lights here?
The crash statistics for the last five years were analysed and the new signals were considered
to improve on the crash results currently recorded.
The area network was modelled. The impacts of the signals were considered within the network
and proximity to Hendon, New North Road Signals.
The signals improved the site safety for vehicles, pedestrian and cycling and the network
capacity by using Bollard Avenue.
2.
What are the typical timings for each phase of the traffic signals?
This intersection’s green times are calculated by the traffic signal system (Scats), with the use
of vehicle sensors which register the waiting and the passing vehicles at the traffic signals limit
lines. The phasing time is automatically adjusted to allow an efficient traffic flow through this
intersection for all motorists.
Auckland signalised intersections phasing is not on fixed time operation, including the
intersection of New North Road, Soljak Place and Bollard Avenue.
All phasing has a minimum of six seconds green time. The maximum green time varies by the
adaptive traffic signal system (Scats).
3.
Any documentation around the sensitivity of the traffic sensors, particularly around
registering small vehicles such as motorbikes.
The sensitivity of any traffic signal detector is adjusted to a degree that the sensor can detect
any traffic mobility. However, this can compromise the operation of the intersection as the
aucklandtransport.govt.nz
sensor may pick up adjacent passing vehicles. Readjustment may sometimes be required to
prevent frequent false detection from other vehicles, by reducing the sensitivity of the detector.
Attached is the "National Traffic Signal Specifications" and the "Traffic signal Controller
Manual"

have not responded appropriately to your request, you have the right in accordance with section 27(3)
