ARAFA – Future funding of Amenities
I refer to your request which we received on 27 November 2017, concerning 2017-2018
Draft Funding Plan for the Auckland Regional Amenities Funding Board.
The 2017-2018 Draft Funding Plan for the Auckland Regional Amenities Funding
Board (page 10) shows that the APO's indicative funding request over the next 2 years
will see the organisation seek an increase of $1,344,000 (43%) in local government
funding.
I also note the plan states on the same page: "future requests for any large increases
in operational grant funding must have undergone sound, thoroughly worked through
and open discussions with the Funding Board and Auckland Council before they are
likely to be considered."
What open discussions have been had to this point with the organisation in relation to
this funding?
What are the organisation's reasons for requesting such an increase in funding?
On what grounds would the ARAFB accept this request for funding?
What project(s) would be funded, should the request be accepted?
The Auckland Regional Amenities Funding Act established the Auckland Regional Amenities
Funding Board, which is an independent body responsible for allocation of the annual
funding provided by Auckland Council for the 10 regional amenities (including the APO).
It is the role of the Funding Board is to assess the annual funding applications received from
the amenities against the funding principles within the Act and adopted by Auckland Council.
Under the Act, this assessment is not Auckland Council’s role.
These funding principles include:

Funding is primarily for provision of facilities or services by the amenities (i.e.
operational);
•
Funding is not available for capital expenses
•
Funding is not for any part of facilities or services provided outside the Auckland
region;

Funding is available only if the amenity has made all reasonable endeavours to
maximise their funding from other available sources (council is funder of last resort)
•
The Funding Board must have regard to council’s proposed rates increase for the
forthcoming year; and
•
The amenities should align their activities to the Auckland Plan, and adopt relevant
performance measures.
The ten regional amenities (including the APO) make annual funding applications to the
Funding Board. Auckland Council does not receive copies of the amenities funding
applications.
Auckland Council has not had any discussions with the APO in regard to its funding
application. Since, the Funding Board is the body responsible for assessing the APO’s
funding application, and it would be the Funding Board who could comment on the grounds
upon which it would accept a request for additional funding.
