Part 1: Open Committee
1. Minutes
Part 1 of the Minutes of the meeting of the Council held on
12 September 2017 was confirmed.
2. Senate
The Council received Communications from the Senate, which met on 27
September 2017, and
ENDORSED
recommendations relating to
(i) amendment of Entrance Scholarships Terms and Conditions;
(ii) Constitution of the Division of Humanities.
3. Financial Statements – August 2017
The Council received the Financial Statements for the period ended 31
August 2017.
4. Student Tuition Fees 2018
The Council considered 2018 Student Tuition Fees, and
APPROVED
recommendations that:
(i)
domestic tuition fees for undergraduate papers be
increased by 2% above the 2017 fees;
(ii) domestic tuition fees for honours, postgraduate taught
and postgraduate thesis study be increased by 2% above
the 2017 fees;
(All fees are GST inclusive)
Mr H J Baird and Mr S A Montague-Gallagher dissented from these decisions.

Student Services Fees 2018
The Council considered compulsory student services fees for 2018, and
APPROVED
recommendations that:
(i)
student services fees for students at the Dunedin campus
be set at $798.00;
(ii) student services fees for students at non-Dunedin campuses
be set as follows:
Christchurch
$153.00
Wellington
$124.00
Invercargill
$134.00
(All fees are GST inclusive)

Doctor of Business Administration (DBA) Programme Fee - Cohort Three
The Council received a recommendation for the Programme Fee for the
Doctor of Business Administration (DBA) Shanghai Stream, Cohort Three
starting October 2018, from the Pro-Vice-Chancellor, Commerce, and
APPROVED
the Programme Fee for the Third Cohort Shanghai stream starting October
2018 at $51,750 ($17,250 per year).
7. University Campuses and Premises Regulations
The Council received a memorandum, dated 26 September 2017, from the
Chief Operating Officer, the Registrar and Secretary to the Council and the
Director of Property Services, and
APPROVED
the amendment of Clause 8 of the University Campuses and Premises
Regulations 2014 to incorporate the use of the term ‘certified disability
assist dog’, namely
Clause 8 Animals
8.1
No animal (with the exception of those used by departments for the
purposes of teaching or research or certified disability
assist dogs) may be taken into or on or allowed to remain in any
Premises.

Meeting Dates
The Council noted proposed meeting dates for meetings of the University
Council and its
Committees in 2018.
9. Vice-Chancellor’s Report
The Council received a report from the Vice-Chancellor, dated 3 October
2017, highlighting topical issues, Divisional updates, events, speaking
engagements and awards received by staff and students.
10. Chancellor’s Business
The Chancellor noted that he had met with a number of notable University
of Otago alumni during his recent trip to the United Kingdom.
11. Exclusion of the Public
The Council
APPROVED
a motion, under Section 48 of the Local Government Official Information
and Meetings Act 1987, that the public be excluded from the remaining
parts of the proceedings of the meeting as set out in detail in the Agenda.
