I refer to your official information request dated 287 February 2018.
Request:
The Schedule 3: DHB Provider Arm Financial Performance report you provided to Ministry of Health for
financial year 2012 shows that year-to-date expenditure for 'Allied Health Personnel' reduced from $5293
($'000) in May 2012 to $4604 ($'000) in June 2012. In other words, the expenditure on in-house Allied Health
Personnel for June 2012 was a credit of $689 ($'000).
I am finding it hard to understand this amount. Year to date expenditure for staff (in-house particularly) is
meant to increase rather than decrease. Please provide clear clarification on this as requested below:
1. What transaction (amount) was added or subtracted that made this transaction a credit for the
month of June 2012.
2. If this amount was adjusted with some income, clearly please break down what the actual amount of
expenditure was for this group before any adjustment and the amount of adjustment added. Please
name the type of adjustment.
3. If there was any error in this reporting during the time you submitted this data to MOH, please
provide the correct amount for the whole financial year i.e., from June 2011 to July 2012 (month by
month) for this particular labour group.

The information you have requested is below.
The drop in Allied staff is due to the sale of the ambulance service. On 29 February 2012 the Wairarapa
District Health Board, in conjunction with the Ministry of Health, entered into an agreement with Wellington
Free Ambulance for the sale of the ambulance service. This transfer was completed on 1 March 2012.
