Official Information Act (1982) requests
I write in in regard to your Official Information Act Request that we recently received.
Last week, we advised you that we required an extension of time to provide responses to multiple OIA
requests for information related to CMDHB facilities and infrastructure. In particular, this requirement
relates to retrieval of archived documents/ correspondence and reports. We are continuing to work on
the retrieval and col ation of the specific information you have requested under the OIA for release to
you.
In the interim, we wish to advise that we have recently published (on the CMDHB website) two
documents, which provide a useful summary of facility and infrastructure requirements at CM Health.
The two documents are Strategic Assessments:
• 2017 Facilities Remediation Programme Strategic Assessment
• 2017 Immediate Demand Programme Strategic Assessment
In December 2017, these Assessments were submitted to the national Capital Investment Committee
(CIC), who approved the strategic assessments regarding urgent investment in hospital service capacity
(Immediate Demand Programme Strategic Assessment), and fixing our critical buildings (Facilities
Remediation Programme Strategic Assessment).
The Immediate Demand Programme addresses Clinical Service Demands including a second CathLab,
expansion of the Dialysis Unit, additional Procedure rooms and ward beds at Middlemore and interim
expansion of the Elective Theatres at Manukau Surgical Centre.

The Facilities Remediation Programme will address problems with our existing buildings. This includes
addressing seismic strength, recladding, asbestos management, passive fire protection and building/
utility services, (e.g. power, water, medical gases).

This CIC approval enabled us to proceed to develop ful business cases to address these matters and
we have been working on these since January 2018. The business cases wil include independent
advice on how best to address the problems identified.

We are also attaching to this message a copy of the Facilities Briefing Document on these matters,
which was released to CM Health staff, Unions, and many media outlets after the first media reports
(at the end of March 2017). This is an up-to-date summary of the issues we are addressing. It also
formed a key document in the Briefing Pack for the Minister of Health visit to CM Health on 13 March.
