Response to your request for official information Thank you for your request of 3 April 2018 under the Official Information Act 1982
(the Act) for the following:
‘Radio New Zealand has recently highlighted a number of issues concerning
Middlemore Hospital buildings including but not limited to leaky buildings, rot,
asbestos, sewerage leaking behind walls and power supply problems.
What briefings did the Minister of Health receive concerning these issues from
2008 to October 2017? And what if any Cabinet Papers during this period
referred to these issues?’
The information relating to the scope of this request is itemised in Appendix One.
You requested information from November 2008. Researching information this far
back is difficult, we have provided you information from 2012 onward. We trust the
information answers your request.
I have decided under Section 2 (ba)(ii), and Sections 9(2)(b)(ii) and 9(2)(j) of the Act
to withhold information in relation to costs of settlement and information that is
commercially sensitive
. Specific grounds are noted in each document where
information has been withheld.

In relation to the additional information, you are advised of the following:
The Capital Investment Committee (CIC) is a section 11 committee which
provides advice to the Ministers of Health and Finance on the prioritisation
and allocation of funding for capital investment and health infrastructure.
DHBs are responsible for their own capital works up to a value of just under
$10 million. Over that they must present a business case to the Capital
Investment Committee.
CIC meets on a regular basis. At those meetings,all CIC minutes are
considered as draft before being confirmed at the next meeting.
DHBs must follow the Treasury Better Business Case process
(https://treasury.govt.nz/information-and-services/state-sector-
leadership/investment-management/better-business-cases-bbc). This requires
DHBs seeking Crown funding for projects over $10 million to prepare the
following:
o Strategic assessment
o Indicative Business Case
o Detailed Business Case
Long Term Investment Plans (LTIPs) are a requirement of the Investment
Confidence Rating (ICR). Seven DHBs have been reviewed through the ICR
proce
ss (https://treasury.govt.nz/information-and-services/state-sector-
leadership/collaboration-initiatives/investment-management-system/review-
investment-reviews/investment-intensive-agencies). The Ministry encouraged
DHBs to prepare draft LTIPs in 2016. This information was the DHBs’ first
attempt and some have refined the information since the initial draft.
