Unitary Plan: Ministry of Education Designations
I write further to our meeting of 30th October, where we discussed the proposed draft
Social Infrastructure (SI) zone framework for the Proposed Unitary Plan draft for March-
May 2013. Thank you for the opportunity provided to the Ministry for that discussion –
it is appreciated.
As per that discussion, the Ministry is of the view that the Council’s policy and planning
team’s approach with the Social Infrastructure zone framework, is a positive and good
one, which when endorsed by the political working group, best enables the policy
outcomes sought for the full spectrum of social infrastructure in Auckland including the
Ministry’s 400 plus education facilities/school assets. In particular, the Ministry is
supportive of the "school precinct" approach which overlies the relevant base zone, rather
than an Education, Health and Community zone; on the basis that this approach
acknowledges the existing typically residential zones underlying the Ministry’s education
designations. An Education, Health & Community zone may otherwise have constrained
the Ministry’s asset planning and development for Auckland moving into the future.
The Ministry also endorses the collaborative manner in which the SI zone policy
framework has been approached and looks forward to continuing to work positively with
the Council planners in the development of the Proposed Unitary Plan.
