I refer to your request for information dated 22 June 2018, which was received by Greater
Wellington Regional Council (GWRC) on 22 June 2018. You have requested the following
information:
“I understand that the GWRC has a presentation titled "GWRC Bus and Rail Patronage,
Revenue and Costing Analysis" by Andy Ford and Ian Wallis and dated 3rd September 2012. I
understand it covers a range of topics including Costs, Revenue, Cost Recovery for:
Rail, by Service and Segment
Bus, by Area
Combined Bus & Rail
I request a copy of this presentation.
I also request a copy of the request and/or contract to have this presentation produced.
I further request a copy of the dates, attendance and agenda of any and all meeting(s) at
which this presentation was given.”

Attachment 1 to this response. Please note when
viewing the contents of this presentation that:
the information is six to seven years out of date
the information did not inform the 2012 Fare Structure Review decision making process

any rail/bus comparisons are misleading, as rail operating costs are very different from bus
operating costs. For example, rail operational costs include track access fees to KiwiRail
and rail network maintenance costs, while bus operational costs do not include road
maintenance costs
these differing costs influence the cost recovery percentages of both rail and bus services.
You will see that we have elected to withhold certain information that related to commercial
services in the presentation. This information has been withheld from you in accordance with
sections 7(2)(b)(ii) and 7(2)(c)(i) of the Local Government Official Information and Meetings
Act 1987 (the Act) on the grounds that:
releasing the information would likely unreasonably prejudice the commercial position of
a person who supplied or is the subject of the information; and
withholding is necessary in order to protect information which is subject to an obligation
of confidence where the making available of the information would be likely to prejudice
the supply of similar information, or information from the same source, and it is in the
public interest that such information should continue to be supplied.
Contract
The presentation was created as part of a contract variation between GWRC and Ian Wallis.
This contract variation is provided as
Attachment 2.
Presentation attendance
We do not hold a formal record of the people who attended this presentation. However, it is
likely that a number of the Public Transport Department managers would have attended, along
with Andy Ford and Ian Wallis.
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold certain aspects of the requested information. As a result, we do not
consider that the public interest outweighs GWRC’s reasons for withholding the information
under the grounds identified above.
