Request made under the Official Information Act 1982
Thank you for your email of 29 June 2018 requesting the following information under the Official
Information Act 1982 (the Act):
“How many drivers in Auckland were 23 or under and owned a car? Can i please have the
percentage and actual number (rounded is fine).”
Your request has been refused under section 18(e) of the Act as the information requested does not
exist. The Motor Vehicle Register (MVR) does not record or prove legal ownership and therefore, the NZ
Transport Agency does not have a record of who the legal owners of a vehicle are.
However, we do keep a record of licence holders and registered persons for a vehicle and can advise
that as at 30 June 2018, there were:
•
133,836 driver licence holders with a class 1 (car) licence (regardless of stage) with an
address in Auckland City aged 23 or under.
•
47,932 individuals with an address in Auckland City aged 23 or under who were registered
persons for a passenger car or van.
Information about the data provided
In regards to the information being provided, it is important to note that:
•
The data excludes addresses that could not be regionalised because they were overseas or
unrecognised
•
Vehicle data is from the Motor Vehicle Register (MVR) as at 30 June 2018 and is current as of
16 July 2018
•
Individuals in the MVR with at least one vehicle registered in their name are counted only once,
regardless of whether more than one vehicle is in their name or not
•
Vehicle data includes all registered passenger cars or vans whether currently licensed, on
exemption or neither
•
Driver licence data is from the Driver Licence Register (DLR) as at 30 June 2018 and is current
as of 16 July 2018
•
A driver licence is not required to own or be a registered person for a motor vehicle
Difference between vehicle registration and legal ownership
It is important to note that vehicle registration does not prove ownership and that there are some
situations where a legal owner of a vehicle is different from, or in addition to, the registered person.
These include:
•
A leasing company owning a car registered to an individual
•
Both the registered person and their partner or spouse jointly own a vehicle as relationship
property
•
A company owns a work vehicle but is registered individually in the name of a person related
to that company.
