Response to your request for official information 
I refer to your request to the Ministry of Health (the Ministry) of 8 September 2018 
under the Official Information Act 1982 (the Act) for: 
OIA: You mention in your reply "Exploratory advice is being developed for 
the Minister, on future funding mechanisms and delivery of lower surgery 
by the end of October 2018. "Are you able to provide any information in 
regards to this? 
This  advice  is  still  being  developed,  and  at  the  time  of  writing  we  are  not  able  to 
provide  any  further  information.    Once  the  advice  is  developed  it  will  also  require 
Ministerial consideration. 
Your request is therefore refused under section 9(2)(g)(i) of the Act, to maintain the 
effective conduct of public affairs through - the free and frank expression of opinions 
by  or  between  or  to  Ministers  of  the  Crown  or  members  of  an  organisation  or 
officers and employees of any department or organisation in the course of their duty 
You have the right, under section 28 of the Act, to ask the Ombudsman to review any 
decisions made under this request.
