Thank you for your email dated 6 July 2018, requesting information about
parking.
1. Any employee training/ handbooks/ information regarding: the definition of a road,
the process of issuing infringements, dealing with aggressive people, educating
the public.
Please find enclosed the following relevant sections of the Core Manual for Parking
Induction and the Parking Officer Guide.
• Definition of the road: Statutory law.
• Process of issuing an infringement notice – Statutory law (page 56) and
infringement notice issue.
• Dealing with aggressive people – Customer conflict awareness.
• Educating the public – parking induction overview.
2. All pictures and information regarding all stationary/parking offences a parking
officer can enforce.

3. The bylaw/law that allows parking officers to park illegally with flashing lights to
commence their duty.

When a Parking Officer notices a Police vehicle that is illegally parked, un-attended
and it is not apparent that the parking was necessary in the execution of the Police
Officer’s duty, the Parking Officer will proceed and treat the Police vehicle like any
other. Where the Police vehicle is parked in a manner that would otherwise require
towing the Parking Officer will take additional steps to validate the need for parking
in such a manner.
4. The protocol for ticketing a police car that is illegally parked on a road for no reason,
in simple terms, are police vehicles exempt from tickets?

5. Can police also issue parking tickets?, e.g expired meters?
Auckland Transport is unable to answer questions for the Police. Please contact
the Police regarding this question.

Ombudsman and seek an investigation and review in regard to this matter.
