I am writing to you in response to your request dated 14 July 2018. Your request was
made pursuant to the Official Information Act 1982 and specifically requested:

Please supply evidence that attempts have been made to circumvent the special
reason requirement as detailed in section 33 of the briefing for the minister of
police.
