Request for information – IR-01-18-6261 
 
Thank you for your FYI request dated 22nd July 2018, requesting information on the 
existence of videotapes in relation to the Peter Ellis case. You requested: 
 
1.  Please provide me with all records of communication in 2008 between CYFS 
in Christchurch and Police, and records of all communication between Carolyn 
Richardson and CYFS, about the existence or otherwise of the videotapes. 
2.  Please provide me with all records, including but not limited to file notes, job 
sheets, letters, memos, emails and deleted emails, about the enquiries made 
by Ian McArthur (and the response) in regards to the existence of the 
aforementioned videotapes. 
 
Your request has been considered in accordance with the Official Information Act 
1982. 
 
We are unable to provide the information you have requested in relation to point 1 for 
the following reasons: 
 
•  Section 18(f) – the information cannot be made available without substantial 
collation or research. It has been estimated by our technical team that it would 
take a computer 71 days to search and retrieve the emails, and then the tens 
of thousands of emails would need to be read and vetted for relevance. 
 
I enclose the following information in relation to point 2 of your request: 
 
•  Five emails to or from Ian McArthur. 
 
We have redacted some of the information you have requested in relation to point 2 
for the following reasons: 
 
•  Section 9(2)(a) – there is a need to protect the privacy of persons, including 
that of deceased persons.
