Thank you for your request made under the Official Information Act 1982 (OIA) and
received by the Minister of Revenue on 2 May 2013. You requested the following:
Given that a decision has been made to proceed with the IRD IT Business
Transformation Programme, it is important for the public to know how this will be
undertaken and the costs and risks involved. I understand some information has been
redacted while the decision is pending, but now that the project is proceeding I request
that this information is made available.
As such I request the information regarding the approach and risks.
Specifically I request the information on pages 8-16 and 18 of the Business
Transformation Story document and additionally pages 16-24 of the IT Roadmap
Including Key Risks
As the information you have requested is held by Inland Revenue, your request was
transferred to the Commissioner of Inland Revenue on 3 May 2013.
This response covers your request.
Information to be released
I have decided to release part of page 8 of “The Transformation Story”, and pages 21
and 24 of “The IT Roadmap Including Key Risks”.
The released material is attached in Appendix 1.
Information to be withheld
Other information requested, except for page 23 of “The IT Roadmap Including Key
Risks”, is being withheld under section 9(2)(f)(iv) of the OIA − to maintain the current
constitutional conventions protecting the confidentiality of advice tendered by Ministers
and officials.

Part of page 18 of the “The Transformation Story”, and Page 23 of “The IT Roadmap
Including Key Risks” is being withheld under section 18(c)(i) of the OIA − making the
requested information available would be contrary to the provisions of a specified
enactment, namely Inland Revenue’s secrecy obligation in section 81 of the Tax
Administration Act 1994. Disclosure of the information requested does not fall within
any of the specific exceptions to the secrecy obligation, nor within the general carrying
into effect exception in section 81(1).
In the interests of transparency, it is possible that this information may be released in
the future.
