Request for information
Thank you for your letter dated 27 September 2018 requesting information
on. You requested:
Operation Order relating to the operation carried out policing Waitangi Day
celebrations at Waitangi over the period the 3rd to the 7th of February
2018.”
Your request has been considered in accordance with the Official
Information Act 1982. We are unable to provide the requested information
for the following reasons:
Your email of 27 September 2018 refers. You request a copy of the
Operation Order relating to the policing of Waitangi Day celebrations this
year.
We decline to provide this to you in reliance on section 6(c) of the Official
Information Act. Disclosure would affect the maintenance of the law at
Waitangi. As you are no doubt aware, there are disputes of one kind or
another at the Waitangi celebrations/commemorations every year. Police
must be properly resourced and prepared to keep the peace and avoid harm to
persons or property when policing this event. We wil not disclose operational
information which, when published, might enable one or more parties to a
dispute to take advantage of the information in order to circumvent or disrupt
any future Police efforts to maintain law and order.
You have the right to have my response in this matter reviewed by the
Ombudsman.
Police considers the interests requiring protection by withholding the
information is not outweighed by any public interest in release of the
information.

You have the right to ask the Ombudsman to review my decision if you are
not satisfied with Police’s response to your request.
