Thank you for your request under the Official Information Act received by the Department of Internal
Affairs (Department) on 31 January 2019. You requested:
Information about the breakdown of costs for the production of the passport booklet
Your request is responded to as fol ows:
New Zealand passport and travel documents are ful y funded by New Zealand passport holders on a
cost recovery basis. There are a number of costs which affect the production of a New Zealand
passport and therefore the fee that needs to be charged.
The costs to be recovered are:
• Direct costs: Passport books, staff and courier costs.
• Indirect costs: Technology costs, and al other passport production costs that are not directly
linked to volumes.
• Business support costs: Administration costs, including those related to shared services (eg
HR, finance, legal etc).
When setting fees, the projected costs must take into account general inflationary pressures as well
as costs associated with investment required to maintain a world class passport system; cost savings;
and expected changes in the price of the travel document book. The Department has released a Cost
Recovery Impact Statement which provides further details on these points which can be found here:
