Request for information OIA 2019-026
Further to our response to your request for information dated 1 February 2019, which was received
by Greater Wellington Regional Council (GWRC) on 4 February 2019, we are now in a position to
respond to the final part of your request. Specifically:
“I am interested in the proposed GWRC 2018/19 Annual Plan and, in particular, how the Transport
Rates have been calculated.
1) Can you please provide me with a complete copy of the detailed calculations that were used to
provide the transport rates information in the draft 2019/20 Annual Plan?
GWRC’s response follows.
Please find copies of spreadsheets which demonstrate what made up the draft transport rate in the
GWRC’s 2018/19 Annual Plan.
Please note that in the attached documents, the projected cost information relating to the bus, rail
and ferry contracts in the Wellington Region has been withheld in accordance with sections
7(2)(b)(ii) and 7(2)(i) of the Local Government Official Information and Meetings Act 1987 (the
Act) on the grounds that releasing the breakdown of the cost estimates would be likely to
unreasonably prejudice the commercial position of the operators when negotiating similar contracts,
and the GWRC’s ability to carry on, without prejudice or disadvantage, negotiations for the
upcoming contracts.
We have therefore, provided you with this information in two formats:
Attachment 1(a): is an electronic copy of the spreadsheet (with the projected cost estimate
information relating to the bus and rail contracts deleted) in a format that gives the figures
but does not give the formulae behind the figures

We have considered whether the public interest in the requested information outweighs GWRC’s
need to withhold certain aspects of the requested information. As a result, we do not consider that
the public interest outweighs GWRC’s reason for withholding parts of the document under the
grounds identified above.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request
an investigation and review by the Ombudsman under section 27(3) of the Act.
