Request for information 2019-024
I refer to your request for information dated 1 February 2019, which was received by Greater
Wellington Regional Council (GWRC) on 1 February 2019. You have requested the following
information:
“I am interested in the work and supporting calculations for the planned Fare Review to be
undertaken as part of the 2019/20 Annual Plan.
1) Can I please have a copy of any reports, presentations or workshop material on the public
transport fares since July 2018 ? Please include any appendices.
2) Can I please have a copy of any reports, presentations or workshop material on the impact of the
public transport costs on fares and/or the Farebox Recovery Ratio since July 2018 ? Please include
any appendices.
3) Can I please have a copy of the detailed Farebox Recovery calculations for the 2019/20 year ?
4) Can I please have a copy of the detailed public transport costs used in the calculation of the
Farebox Recovery as outlined in 3) ?
5) Can I please have a copy of the detailed revenue estimates used in the calculation of the Farebox
Recovery as outlined in 3) ?
If the requested information is held in electronic form, I would prefer it was provided in its complete
and original electronic format. I would also prefer that all correspondence be via the FYI web site.”
GWRC’s response follows:
Since July 2018, no report, presentation or workshop material has been produced on public transport
fares or impact of public transport costs or fares on farebox recovery ratio.
RESPONSE TO OIA 2019-24
While analysis on the 2019 annual fares review has begun, the work is tied into approval of the
budget and forecasts for the Annual Plan 2019/20.
The annual fares review for 2019 will report on compliance with the Farebox Recovery policy in the
Regional Public Transport Plan and User Contribution policy in the Long Term Plan, and will
include forecast of the User Contribution ratio for 2018/19 and 2019/20. The 2019 annual fares
review is currently scheduled to be reported to the Council at the meeting on 21 March 2019 and
will be published as part of the agenda for the Council meeting.
The information you have requested has therefore been refused under section 17(e) of the Local
Government Official Information and Meetings Act 1987 (the Act) on the ground that the
information does not exist.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request
an investigation and review by the Ombudsman under section 27(3) of the Act.
