Thank you for your email of 5 February 2019 requesting the following information:

All documentation for work conducted regarding the Student Information Sharing
Initiative, including but not limited to briefing papers, speaking notes, presentations,
analytics reports, and correspondence.

Particularly data related to timelines, release schedules and what funding has been
allocated to this project thus far.
Your request has been considered under the Official Information Act 1982 (the Act).
The Ministry is unable to provide the information you are requesting without substantial
collation, due to the breadth of information requested and the open ended timeframe you are
requesting information from. Our initial searches suggest there are 8000 pages of information
potentially in scope of your request, and this excludes the part of your request asking for
correspondence. Therefore, the Ministry is refusing part one of your request under section
18(f) of the Act.
If you were to refine your request, for a specific document, or on a specific topic related to the
programme, we would reconsider this in line with the Act. Alternatively, if you were to focus
your request on strategic level documents, such as the business case and key documents
dealing with programme definitions, the Ministry would be able to process this for you as a
new request under the Act. As I am sure you will appreciate, a lot of this information is
commercial in nature and that raises significant sensitivities for the Ministry and our vendors.
Therefore, were you to request this information, it is likely that some would be withheld, and
this would need to be assessed on a case-by-case basis.
In relation to your particular interest in timelines, release schedules and funding for the
programme thus far, the Ministry is currently in the process of implementing two Early Stage
Rollouts, which are intended to be delivered by the end of 2019. Further rollouts are intended
to be delivered over the next four to six years.
In Budget 2016, $2,606,000 was allocated for the Integrated Education Data Programme, of
which SISI is a part. In Budget 2017, a further $9,660,000 was allocated for the Programme.
There is also an additional $3,306,000 in funding allocated for the 2019/20 year. Further
operational funding and capital injection required for the further rollout of the Programme will
be requested through future annual budget processes. Information related to the current
Budget process is confidential, and information of this nature, if requested under the Act, would
likely be withheld in full while the current Budget process is ongoing.
You may also find useful information that has previously been released under the Act, which
includes ministerial level advice around the development of the Integrated Education Data
system, and this is attached to my response.
