Thank you for your request made under the Local Government Official Information and
Meetings Act 1987 (the Act), received on 20 February 2019. You requested the following
information:
any correspondence (including but not limited to with the public, internal
correspondence, and any independent contractors) in regards to the traffic light
timing safety issues reported by myself via email on Thu, 10 Jan, 09:38, and follow
up emails about the same subject.
The emails provided show correspondence between Council staff in relation to the traffic
signal phases at the intersection of Victoria Street and Karo Drive. Each council member
mentioned in the emails, has spent time collating and assessing our data and has
contributed their expertise to ensure that the signals are operating safely and efficiently for
all road users. The documents that fall within the scope of your request and my decision
on each document are provided in the table below.

I have made redactions to 31 items under section 7(2)(a) of the Act as it has been deemed
necessary in order to protect the privacy of natural persons.
I have included the 5 meeting invites which show the attendees, dates and times of each
meeting. The purpose of each meeting was to discuss your multiple information requests
and collectively work together to understand your concerns.

It was agreed at the last meeting on 21 February 2019 that we will compare how the
methodology that we use to assess our traffic signal phases in regards to cyclist’s speed
against the methodology of two independent consultants who assess the phases
nationwide.
We have been in contact with both consultants and I will be in touch with you once we
have made a decision based on the information we have been provided with.
Right of review

the Ombudsman to review and investigate my decision. Further information is available on
