2.1 DC Naila Hassan welcomed the Board.

3 TM Ethnic Advisory Board Meeting
3.1 DC Hassan suggested setting up TM Ethnic Advisory Board DC Hassan
group and sought feedback from EAB members. Members
discussed draft of ToR for the proposed TM Ethnic Advisory
Board
3.2 Venkat expressed his concerns that the communities in

different areas have different issues and each Districts

operate differently. He has brought up Gandhi Nivas as an

in the other 2 districts.

Baljit questioned on how the selection of the EAB members
and her being one of the Waitemata District EAB members,
she is only interested in Waitemata communities.
Joanna said issues Korean communities have are all the
same across TM. She said if the EAB members are
balanced well, she would not have any concern.
Shivneel suggested to trial it before making the change.
Susan said she could see the reasons in combining the
EAB groups into one. She would like to see more
collaboration also with the Iwi and Pacific Advisory Boards.l.
She said this would enable a better communication and
understandings across all of the communities in TM. She
raised her concerns around the TM meeting held only three
times a year as this is less frequent than what there is now.

Pravin said combining EAB meetings may enable making
more holistic approaches to help the ethnic communities in
TM. He said the EAB meeting should be more action
oriented as he feels that Waitemata EAB meetings have not
made many achievements in the last 2 years since he has
joined the group.
3.3 DC Hassan pointed out that the community engagements

and operations often have been duplicated across TM. She Insp Gray
assured the members that the members would still be able

to represent their communities and combining the groups

would create a better platform to discuss and share
information effectively. She advised that she has taken the
account of the feedbacks from the EAB members and that
she would discuss this with other EAB members in other
districts.
Insp Gray has supported DC Hassan’s suggestion advising
that combining the meetings would be beneficial if this is
mitigated well.
Jessica advised that there wil stil be members
representing the district and combining them together would
make a stronger voice..
AC Fergus also assured that the local connections can stil
be maintained and the EAB members can bring their
perspectives to the combined meeting.
4 Performance Brief
4.1 DC Hassan went through a statistic figures on Victimisation DC Hassan
data for Ethnic community members in Waitemata District.
4.2 DC Hassan gave a comprehensive rundown of the each

Robbery, Extortion and Related Offences / Burglary / Family

5 Ethnic Advisory Board members
5.1 Venkat wanted to know what causes the increase of

victimisation/offending amongst the Indian community
members and how many are PSO’d from Family Violence.
5.2 Joanna responded to Venkat that the Family Violence

reports that CNSST receives do not have ethnicity specified
hence it would be difficult to find out what Venkat was
asking for.
5.3 Shivneel expressed his concerns about the youth justice

system. The youth offenders are not being dealt
appropriately and hence they continue to commit the crime.
He said he is able to assist in any way possible to reduce
the youth crime. He said if the youth offenders commit
serious crime, their parents should be held accountable as
well.
5.4 AC Sagar responded to Shivneel that they have a number

of interventions to minimize youth crime and explained
about the interventions conducted by the youth engagement
officers.
6 Update from the 3 Waitemata Areas
6.1 AC Sagar said that there is a tasking coordination in place

for partner agencies to work in Henderson CBD area and
he wanted to include the Ethnic Wardens. Baljit responded
that the new applicants to join NZ police have been given to
CPNZ.
6.2 Insp McNaughton said there have been theft-ex-cars

specifically targeting Corinthian Drive, Albany on the
weekends where the Victims are Asians who leave valuable
items in the vehicles. He also said there have been blessing

scams targeting Chinese Senior members. He advised that
this matter is being investigated by CIB.
6.3 Insp Fergus said he has been holding meetings for Korean
AC Fergus
and Chinese local members in Orewa for 6 months. The
last meetings participation was about 40. The purpose and
the aim of this meeting is to increase trust and confidence in
Police and providing relevant safety advice. He plans to run
a series of workshops with them about the 1L and 1W as
the summer is coming.
6.4 Venkat Raman emphasized that it is important for Area

Commanders to be present at the Ethnic Advisory Board
meetings.

7.1 DC Hassan to discuss with the other two District

Commanders regarding consultations with their Ethnic
Advisory Boards about the setting up of a TM EAB.
