Requests made under the Official Information Act 1982 
 
Thank you for your emails of 1 March 2019 requesting the following information under the Official 
Information Act 1982 (the Act): 
 
OIA 4780 - can you please supply bank statements for the northland journey managers 
expense credit card for 2015. 
 
OIA 4781 - how many speeding incidents were recorded on nzta vehicle GPSs and how 
many employees were given written warnings for this in 2015 
 
OIA 4782 - how many nzta employees have cameras installed at their property because 
of fears for safety, paid for by NZTA. 
 
On 4 March 2019 you requested further information: 
 
OIA 4794 - can you please supply a copy of the senior HR rep for the nzta original hand-
written notes at ERA investigation meeting Byrne vs NZTA, in Whangarei on 18/02/2019. 
 
OIA 4795 - can you please supply all internal emails between all witnesses in the Byrne vs 
NZTA ERA investigation. case No. 3042531. 
 
On 8 March 2019 you also requested the following information: 
 
OIA 4826 - can you please provide all video footage and all gps readouts for Vehicle 
registration numbers:  
KCC368 
GMM753 
on Waikino and Ranui roads, Karetu, driven by NZTA employee from March 2017 to 
January 2019. I would only like the coverage of these two roads. 




 
OIA 4827 - can you please provide bank statements for the Northland systems manager's 
expense credit card from January 2018 to present day. 
 
OIA 4829 - can you please provide a copy of all the Northland office Technical staff 
qualifications working on the northland bridges programme in 2017-2018 held on your 
files. 
 
Our responses to each of your requests are below, according to the number assigned above.  
 
OIA 4780 - can you please supply bank statements for the northland journey managers expense 
credit card for 2015. 
 
The information requested is attached as Appendix A and outlined in the document schedule.  
Certain information has been withheld under: 
•  section 9(2)(a) of the Act to protect the privacy of natural persons 
•  section 6(c) of the Act as the release of the information would be likely to prejudice the 
maintenance of the law, including the prevention, investigation, and detection of offences.  
 
OIA 4781 - how many speeding incidents were recorded on nzta vehicle GPSs and how many 
employees were given written warnings for this in 2015. 
 
Your request for GPS speed data for NZ Transport Agency fleet vehicles is refused under section 
18(d) as the information requested is publicly available. This information is published on our website 
on a monthly basis
our staff and to demonstrate transparency and accountability for our role 
in road safety leadership. This information is available at https://www.nzta.govt.nz/resources/gps-
speed-data-for-transport-agency-fleet-vehicles/. 
 
Where a traffic offence has been committed, our approach is that People Leaders coach or counsel 
staff in the first instance and undertake a disciplinary investigation or action where appropriate. 
Repeated behaviours are routinely escalated to disciplinary investigation and may be considered 
misconduct under the Transport Agency’s Code of Conduct.   
 
Disciplinary actions, such as written warnings, are not stored centrally but rather on individual staff 
files. I am therefore refusing this part of your request under section 18(f) of the Act because the 
information requested cannot be made available without substantial collation or research. 
 
OIA 4782 - how many NZTA employees have cameras installed at their property because of fears 
for safety, paid for by NZTA. 
 
We are withholding this information under section 9(2)(c) of the Act to avoid prejudice to measures 
protecting the health or safety of members of the public. 
 
OIA 4794 - can you please supply a copy of the senior HR rep for the NZTA original hand-written 
notes at ERA investigation meeting Byrne vs NZTA, in Whangarei on 18/02/2019. 
 
We are withholding this information under the Litigation Privilege afforded in section 56(2)(c) of the 
Evidence Act 2006. This section allows for the withholding of information prepared for a proceeding.

The registration numbers provided are not part of the Transport Agency’s fleet, and therefore we 
are refusing your request under section 18(g)(i) of the Act because the information requested is not 
held by the department or Minister of the Crown or organisation and the person dealing with the 
request has no grounds for believing that the information is held by another department or Minister 
of the Crown or organisation, or by a local authority. 
 
OIA 4827 - can you please provide bank statements for the Northland systems manager's expense 
credit card from January 2018 to present day. 
 
The information requested attached at Appendix B and detailed in the document schedule.  Certain 
information has been withheld under:
