RE: Opotiki Bridge
HI Aileen,
I haven’t had any contact from Ari, you indicated he had some ideas?
At this point the work remains unfunded. The NLTP is fully allocated so the ability to find new funding at this time is very limited, I have been advised that this will not be
possible at this time. We have an annual review of national expenditure in Feb which will inform us if any projects are not proceeding, are under budget or if contingency
may be available. There are no projects like this in the BoP so we are reliant on another region being in this category.
Information
Have you explored the possibility of a local contribution? As any funding will be assessed against essential maintenance projects it would be most helpful to be able to
demonstrate the value that the community / council places on the aesthetic issues.
I look forward to discussing ideas with Ari,
Regards

Hi
Have we got any progress on this? The bridge is not getting any cleaner and I am getting questioned around town about it.

Hi Aileen,
It is a very large figure but about what I expected I’m afraid. The cost to carry out this type of work is a large part of why bridge cleaning is not a high priority in a financially
constrained environment . It is broadly comparable to the cost of the recent and similar work.
It is based on existing resource consents and we will revisit this with Regional Council but I’ve made a few enquires with our resource consent experts who aren’t overly
optimistic about getting major changes on this.
Information
Happy to explore ideas and options with Ari, if we can come up with something innovative that would be great.

Thank you. It is eye wateringly large.
Is this on the basis of the existing resource consent? Does that add significant cost to it?

Have copied in Ari who has some potential ideas.

Hi Aileen,
Act
I have now received the ROC for the options to clean and paint the Opotiki bridge. These came in yesterday so I have not yet had a chance to do any
analysis or discuss funding options within NZTA, but in the interest of sharing all information with Council please see the attached. I’d appreciate if you
could treat the detail as confidential at this point, if funding can be found we will need to further negotiate or possibly tender this work and we don’t want
to compromise that process. I don’t see a problem with sharing a figures of say $340k and $480k as engineers estimates with elected members, to enable
discussions to progress.
As discussed previously we do not currently have funding for this work, the next step will be for me to explore possible sources for these estimates. I will
discuss this with our national structures team to explore possibilities, we will be competing for funding against essential maintenance and strengthening
projects across the country but I will make the case for the community benefits and expectations. It would be most useful to understand Councils appetite
and ability to contribute in anyway as this would bolster the case I can present.
Information
Happy to discuss further, I’m keen to progress this and the closer we can work together on this this better chance of a successful outcome.
Regards
Rob

Rob, Graeme,
The first attachment is the schedule delivering the work over a 55 day duration, this is a reduction from the original 112 days. As you know we met with
Cantec this morning and discussed resources, scheduling and general issues. It was a result of this meeting that we were able to come up with the 55 day,
we were able to confirm additional resources from both the scaffolders and Cantec and sequence the works to gain efficiencies.

The main reason behind reducing durations was to realise efficiencies with regards to both Traffic Management and Project Management costs and just as
importantly the disruption to the public.
1982
We were asked to produce costs / schedule for the two scenarios,
1. Water Blasting Only
Act
2. Water Blasting and Painting
The ROC on option one using the 55 day duration is $333,096 and on option two $470,597.
