RE Official Information Act request CDHB 10064
I refer to your email dated 19 March 2019 requesting the following information under the Official
Information Act from Canterbury DHB.
My intention is to ask Canterbury District Health Board for preparing strategic plan. Under the New
Zealand Public Health and Disability Act 2000 (section 38), DHBs have to prepare plan for each year. I
also found that some DHBs published their strategic plan (5-year plan) on their websites. However, I
do not know whether preparing strategic is a statutory obligation. If possible, could you please
explain more detail on this issue?
All DHBs are required to produce an Annual Plan and Annual Statement of Performance Expectations,
which includes forecast financial statements. The Annual Plan and Statement of Performance
Expectations sets out the actions and activity the DHB will fund or provide in the coming year to meet the
expectations of the Minister of Health, and how the DHB intends to assess their performance at the end
of that year. The DHB then produces an Annual Report (at the end of each year) which highlight
performance against the Statement of Performance Expectations.
All DHBs are also required to produce a Statement of Intent, at least once every three years or when
directed by the responsible Minister. The Statement of Intent sets out the strategic objectives that the
DHB intends to achieve or contribute to in the coming year(s) and how the DHB intends to assess their
performance against these objectives. The Statement of Intent covers a three year period and also
includes the Statement of Performance Expectations for the coming year (same as the Annual Plan).

Prior to 2011, DHBs were required to produce District Strategic Plans, however this requirement has since
been repealed. District Strategic Plans have been replaced over time with regional health services plans
produced by the five regional health alliances. The current regional plan for the South Island (which
covers Nelson-Marlborough, Canterbury, South Canterbury, Southern, and West Coast DHBs) can be
