From: Nicholas Lee
Dear Official Correspondence,
Please note that I made a complaint about a previous request for information that was delayed.
Your reference OIA-4153 and Ombudsman ref 490979.
In a letter on the 12 April 2019, the Ombudsman supported by complaint and said that NZTA did not have grounds to without information on the basis of that it would be "publicly released soon".
"If there is no reason why it can’t be made available sooner, agencies should consider doing so. If there is still further work to be done to prepare for publication, such as quality-assurance, consultation and approval processes, delayed release is more likely to be reasonable, provided the delay is not undue. "
While I understand that time is needed to consult with various stakeholders regarding the release of the board papers. I do think that two months is too long.
If some of the requested information is available in part. I'm happy to see this information promptly and will then defer my complaint.
If not, I will complain to the Ombudsman on the basis of this extension on Wednesday.
Yours sincerely,
Nicholas Lee

From: Nicholas Lee
Dear Official Correspondence,
Ignore my email. I see that the March Board minutes are under review.
Can I clarify a few points.
1. When the process of a) confirming, b) checking, and c) approving the publications be complete?
2. How is "c) approval" done? Does the NZTA CEO have delegated authority to release the information? Or does it need a second board approval?
3. When exactly the minutes will be "publicly available"
Yours sincerely,
Nicholas Lee
