This time could you please provide me with marginal income tax rates for rental profit and rental loss by region from 1997 to 2016.
For instance, how many tax returns that incurred rental profit (loss) have a 33% marginal income tax rate in 2016 in Akaroa, Darfield? How many tax returns that incurred rental profit (loss) have a 30% marginal income tax rate in 2016 in Akaroa, Darfield? How many tax returns that incurred rental profit (loss) have a 17.5% marginal income tax rate in 2016 in Akaroa, Darfield? How many tax returns that incurred rental profit (loss) have a 10.5% marginal income tax rate in 2016 in Akaroa, Darfield?...
The marginal income tax rates were different before 2010. Please use the previous rates at that time. For example, from 1 April 2009 to 30 September 2010, 12.5%, 21%, 33% and 38% applied.

Thank you for your Official Information Act (the Act) request for information on the marginal income tax rates for rental profit and rental loss.
You requested:
The marginal income tax rates for rental profit and rental loss by region from 1997-2016. For instance, how many tax returns that incurred rental profit (loss) have a 33%, 30%, 17.5%, or 10.5% marginal tax rate by region.
As marginal tax rates were different before 2010, please use the previous rates at that time.
We are able to provide you with the information you have requested for the 2012/13-2016/17 financial years, after the change to our current marginal tax rates. I would note, that as marginal tax rates only apply to individual taxpayers, we would only be providing you with the individual tax return (IR3 return) data.
For the period 1997-2011 there were multiple changes to the marginal tax rate and it would require substantial collation and research to provide the data you have requested. For these years, it is likely that it will be necessary to decline your request under section 18(f) of the Act, on the basis that it would require substantial collation and research to provide the information requested.
Please advise if you would like to refine your request to cover just the 2012/13-2016/17 financial years. If you do wish to refine you request, I would appreciate it if you would do so by Friday 17 May 2019.
