Civil Aviation Authority of New Zealand
Good afternoon
I refer to your email below where you made a request in accordance with the Official Information Act 1982 ("the Act").
The Act requires that we advise you of our decision no later than 20 working days after the day we received your request. Unfortunately, it will not be possible to meet that time limit and we are therefore writing to notify you of an extension to that time to make our decision, to 5 August 2019.
The extension is necessary as the request is for a large amount of information and meeting the original time limit would unreasonably interfere with our operations.
You have the right to seek a review of our decision by the Ombudsman. Details on how to make a complaint can be found at www.ombudsman.parliament.nz.
Please feel free to contact me by email [CAA request email] or by telephone (04) 560 9472.
Kind regards

Civil Aviation Authority of New Zealand
Dear Sir
On 7 June you requested “a copy of all applications from Incredible Skies
Ltd for any and all restricted area airspace proposals”. The response
date was extended by the CAA to 5 August 2019.
On 19 July you requested “a copy of all applications from Incredible Skies
Ltd to place any and all restricted area airspace proposals applications
on hold”.
I am responding to both requests. The CAA is withholding all information
except to provide you with a summary consultation document which was
created by the CAA (attached). This has extracted some text from the
original application. The reasons for withholding the information are:
· to protect the privacy of natural persons, in accordance with section
9(2)(a) of the Act;
· to protect information that if it were to be made available would
unreasonably prejudice the commercial position of the subject of the
information, in accordance with section 9(2)(b)(ii) of the Act;
· to protect information which is subject to an obligation of confidence,
and making the information available would be likely to prejudice the
future supply of similar information, in accordance with section
9(2)(ba)(i) of the Act; and
The CAA relies on the cooperation and open disclosure of information by
aviation participants who engage with the CAA under the Civil Aviation
Rules. The CAA believes that if information given in confidence, or
information generated directly from confidential information, was later
disclosed to the public under the Act, it would likely prejudice future
cooperation and open disclosure. This would impact the CAA’s ability to
effectively regulate the Civil Aviation sector.
You have the right to make a complaint to the Ombudsman to seek an
investigation and review of our decision. The Ombudsman’s contact details
are:
