What I want to know is about the process that happens between the WCC and Baycorp. As I understand it, when the $40 infringement is not paid, the WCC can refer the infringement to Baycorp. For example, does the WCC sell the infringement amount to Baycorp? If so, for how much? Please explain the entire process that takes place once the WCC engages Baycorp.
