Information about actions taken since climate emergency declared
Hugh Davenport made this Official Information request to Nelson City Council
The request was successful.
From: Hugh Davenport
Dear Nelson City Council,
Since you declared a climate emergency, I would like to know what tangible steps you have taken to improve the climate change problem. I would also like to know what steps you have planned for the immediate future, with timelines and action points required.
For all of these actions made or planned, I would like to see data showing how it improved (or will improve).
If no actions have been made or planned to date, I would like to request the reason why the council declared an emergency then did nothing to follow through with that declaration.
Yours faithfully,
Hugh Davenport

Nelson City Council
Dear Hugh
Thank you for your request of 20 August 2019 for the following
information:
Since you declared a climate emergency, I would like to know what tangible
steps you have taken to improve the climate change problem. I would also
like to know what steps you have planned for the immediate future, with
timelines and action points required.
For all of these actions made or planned, I would like to see data showing
how it improved (or will improve).
If no actions have been made or planned to date, I would like to request
the reason why the council declared an emergency then did nothing to
follow through with that declaration.
During the relevant period, date of declaration 16 May 2019 – date of
request 20 August 2019, the following work streams have commenced or been
progressed:
1. As part of the Annual Plan 2019/20 process Council created a
$500,000 reserve for climate change initiatives. It also approved
$254,000 for a range of climate change work including the appointment of a
climate champion staff position, the establishment of a climate forum and
climate taskforce, carbon emissions measurement and reduction programmes
in Council and the community and actions to support the community to adapt
and respond to the effects of climate change .
2. Council commenced recruitment for the climate champion whose role
will include progressing and coordinating climate action across Council.
This recruitment process is well advanced.
3. Council is supporting the establishment of the community working
group that is establishing the Climate Forum including drafting a Charter
and organising a Climate Summit to be held later this year.
4. Work is underway in relation to incorporating climate change
considerations in project planning and Council’s decision making
process.
5. On 8 August 2019, following the Certified Emissions Management
and Reduction (CEMARS) audit that was undertaken this year to help Council
understand how to reduce the organisation’s greenhouse gas emissions,
Council approved the certified emissions measurement and the preliminary
action plan, including SMART objectives that will be introduced by 2020
and incorporated into Council’s activity management plans.
6. Council is developing a strategy on how to manage coastal
hazards. Earlier this year, an engagement process commenced with the
community on coastal hazards and sea level rise, with the aim to
understand existing and future risks and identify appropriate response
options together. Engagement will continue throughout 2020. Further
information about this work is available on our website at
[1]http://www.nelson.govt.nz/environment/ne...
Please also find attached a snapshot (as at May 2019) of Council’s
existing / ongoing work related to climate change that includes projects
active during the period you have asked about.

declined under section 7(2)(g) of the Local Government Official
Information and Meeting Act 1987 in that the information requested is not

I trust this information is of assistance, however if you do require any
further details, please let me know.

investigation and review of the response by the Office of the Ombudsman.
