Low powered electric commuter vehicles

Dear New Zealand Transport Agency,
I refer to an inquiry by Mr Paul Robertson back on 8 August 2017 where Mr Robertson asked why Golf Carts could not be driven on NZ roads whereas the NZ Post Paxters could.
There is certainly a market for low speed electric vehicles in metropolitan areas that can be safely driven on the road and used to 'nip to the shops'. i.e. not exceeding 50kmh but also not a mobility scooter.
It appears to me, that in the context of Mr Robertson's question, a 3 wheeled 'golf cart' that met all the safety requirements could be registered an LB class vehicle in the same way low powered electric moped type step-throughs can be registered as an LA class vehicle.
Am I correct here or am I missing something?
