Dear Ministry of Social Development,
Please could you provide a data set specifying the number of people claiming the following types of benefits by 2017 Area Unit Boundary:
- Job Seeker Support (JS Related)
- Sole Parent Support (SPS Related)
- Supported Living Payment (SLP Related)
- Other benefits
for the quarters ending Jun19, Sep19 & Dec19. If it is not possible to provide the data for all of the quarters specified due to the MSD's rules with regards to the distribution of contemporaneous data, please simply provide all permissible data in this regard.
We understand that benefit claimant figures lower than 5 will be suppressed as per the criteria of section 9(2)(a) of the Official Information Act and stipulations of the Privacy Act 1993.
This request is essentially a follow on request to job number IMSD-5348. The data required is exactly the same as provided under this job number but for the quarters specified above. As per our previous arrangements we understand that a charge will be associated to the provision of the data. Thank you for your Official Information Act request dated 6 January 2020.
Please be advised that the Ministry is likely to consider charging for the
provision of the information you have requested due to the predicted
considerable labour and materials required to respond to the request for
data.
You have requested information for the quarters ending June 2019,
September 2019 and December 2019. The Ministry is unable to run reporting
on the December quarter for another two weeks, please advise if you would
be happy to wait in order for the Ministry to run the report.
A rough indicative number taken from a snapshot dataset shows that 30% of
the potential counts at broad benefit level (JS/SPS/SLP/Other) will need
to be supressed if primary and secondary suppression are applied. If the
Ministry did not supply grant totals in the Area unit level, then the need
for primary suppression would be around 21%. Based on this predicted level
of suppression, can you please advise if you would still like to proceed
with the OIA.
The Ministry can provide you with a quote based on the estimate of costs
based on the estimated time it would take to generate the data. The rate
will be calculated based on the Ombudsman’s charging guidelines avaliable
at the following link:

Thank you for your correspondence. In relation to the questions you asked in your response...

Yes we would be more than happy to wait another two weeks for the additional December data.

Unfortunately, I do not understand what you mean by "not supplying the grant totals in the Area Unit level". We simply require a data set which specifies, for instance, that in 2017 Area Unit 500000 there were W WAMB Clients claiming 'JS Related' benefits, X claiming 'Other Benefits', Y claiming 'SLP Related' benefits and Z claiming 'SPS Related' benefits. We do not require national totals at the AU level. As per previous requests of this nature we understand that counts lower than 5 are suppressed.

We are aware that the MSD may charge for the provision of the data. As long as this is (roughly) in line with the charges levied when we have requested similar data in the past, we will be happy to pay said charge in order to acquire the data

On another note, this data forms part of our Dynamic Deprivation Index which measures socio-economic deprivation levels across New Zealand each month (https://www.tandfonline.com/doi/full/10....). Since we will require access to this data for the foreseeable future, please could we arrange a meeting to discuss how we may set up a commercial arrangement to access this data on a regular basis instead of going through the OIA process.
