Dear University of Auckland,
(1) I applied to MBChB in 2018 for 2019 start.
(2) My application was declined prior to interview.
(3) I queried because my GPA was in excess of previous years cut offs.
(4) I was informed was not eligible for selection for admission because I had not completed a qualification from a NZ University in the minimum, normal, or standard time, within the last 5 years.
(5) I informed that I was enroled in a 120 point MPhil with the University of Waikato and submitted a thesis for examination 14 September 2018 (track and trace courier signed delivery and cc electronic submission supplied as evidence of submission only) to allow up to 3 months for external examination as I had been advised to time-budget by the Dean of the School of Graduate Research prior to enroling in the Degree.
(6) Two days after interviews had started I was offered an interview.
(7) After the meeting of the Medical Admissions Committee 7 December 2018 my application was declined.
(8) I queried because while the report of the overseas examiner had not been returned, there were still months before enrolment was required to be finalised and before classes started in 2019.
(9) I was informed that even if I had supplied evidence of having completed the qualification prior to 7 December 2018, my rank order listing was more than 40 places lower than the lowest offered candidate in my category.
(10) I queried.
(11) I was informed that my GPA had been calculated on the basis of a 120 point MA that my transcript stated had been completed over 1 calendar + 1 academic year (which can be nothing other than part time) with a GPA of 8.0 for the entire qualification.
(12) I requested that the standard GPA algorithm be applied to my transcript. That is to say the best 120 points (including summer school above stage 1) for the most recent 2 years of full time study towards completed qualification.
(13) During the appeals process I supplied the calculation that the best 120 points of my Honors year and the best 120 points of my 3rd year of my undergraduate Degree result in my a GPA of 8.6.
(14) I was informed during the appeals process that I cannot calculate my GPA simply however I like.
(15) I informed during the appeals process that I was not calculating my GPA `however I like' but was calculating it `according to the standard algorithm' which the Univesrity of Auckland had not done.

(16) I am requesting to know whether the University of Auckland accepts that my best 120 point GPA according to the standard algorithm is at least 8.6.
(17) I am requesting to know my rank order list score for general graduate category in 2018 for 2019 start once my GPA has been correctly entered (goes without saying that interview and UMAT score should be correctly entered as well).
(18) I am requesting to know how many candidates were offered places from general graduate category in 2018 for 2019 start (e.g., places offered to the highest 40 from rank order list).
(19) I am requesting to know how many candidates were offered places for 2019 start without their qualifying Degree having been conferred.

(20) I applied to MBChB in 2019 for 2020 start.
(21) I was asked to supply evidence of enrolment 2018 and 2019 (unofficial transcript was okay) prior to interview.
(22) The University of Waikato supplied unofficial transcript that incorrectly recorded my MPhil qualification completion (they are required to base the outcome of examination on the reports of examiners and more than 1 year after I submitted a thesis for examination they had still failed to do that).
(23) I was offered an interview.
(24) I was asked to supply evidence of having completed a qualification from a NZ University in the normal time, within the last 5 years by end November.
(25) I supplied the University of Waikato Calendar Regulations that state that the Dean is required to base the outcome of examination on reports of external examiners, I supplied the non-confidential reports of external examiners, I supplied the information that the only outcome based in the reports is that it is accepted subject to up to 10 weeks substantive changes. I supplied the information that a substantively updated thesis was supplied to the University within the 10 weeks (I ccd Stuart McCutcheon a courtesy copy as evidence of completion 24 Februry 2019 the day before MBChB classses started in 2019).
(26) I was informed that my application was declined.
(27) I queried.
(28) I was informed that I was required (but other candidates were not required) to have the Degree conferred already.
(30) I was informed that the University of Auckland decided which candidates to select / reject for admission on the basis of unofficial transcripts (22)
(31) I was informed that the evidence I supplied (25) was not accepted.
(32) I was informed that I had been rank order listed.

(32) I am requesting to know what GPA Auckland entered in to calculate my rank order list score in 2019 for 2020 start.
(33) I am requesting to know my overall rank order list score for General Graduate in 2019 for 2020 start.
(33) I am requesting to know my overall rank order list score for General Graduate in 2019 for 2020 start where my GPA is entered as 8.6 (if it was not in fact entered as 8.6 above). I also expect my interview score and UCAT score to be correctly entered.

(35) I am requesting to know how many candidates were offered places for 2020 start without their qualifying Degree having been conferred.

(36) I am requesting to know the `reason for the rule' that New Zealand University level qualifications and courses are no longer recognised / acknowledged by New Zealand Universities 5 years after they have been completed (when they are on the current 9 point scale that was designed for intra and inter university comparison).

I refer to your email of 1 March 2020. Your requests in paragraphs 16 and
17 would require the University to create information in order to respond,
which the Official Information Act does not require agencies to do.

This request is refused under section 18(g) of the Official Information
Act, as the requested information is not held by the University.
In relation to the requests in paragraphs 32 and 33, you were not entered
into the rank order list as you did not meet the relevant eligibility
requirements. Accordingly the information requested does not exist, and
these requests are refused under section 18(g) of the Official Information
Act.
Your request in paragraph 33 would require the University to create
information – as stated in our responses to your other requests the
Official Information Act does not require agencies to do this.

Act, as the requested information is not held by the University.

with due particularity. You will need to specify the rule to which your
request relates for the University to treat this as a request for official
information.

Dear Rebecca Ewert,
I applied to MBChB in 2018 and in 2019. I was in fact rank order listed both years.
I know that the University of Auckland refused to calculate my GPA by the algorithm the University made public in 2018.
The University stated it would calculate from the best 120 points per year including summer school above stage 1 for the last 2 years of full time study towards completed qualifications.
The University violated that by calculating my GPA on the basis of a 120 point qualification that was completed over 2 academic years and 1 summer school period for less than .5 EFT per year = part time.
I am not asking the Univesrity to 'make up' information.
The University has, in fact, being 'making up' information.
That is the problem.
I am asking the Univesrsity to REPORT information.
Calculate my GPA PROPERLY. What is it, please?
What is my CORRECT rank order list score?
If the University of Auckland doesn't have the willingness / ability to process applications then I think Turnitin has offered.
Mel Cross informed me that my application was rank order listed in 2019.
I am asking the University to REPORT TO ME what the rank order listing was and what my GPA was entered in to get that rank order list score.
Please STOP MAKING UP 'MIS-INFORMATION' AND REPORT THE INFORMATION PROPERLY.

Dear Rebecca Ewert,
It is just looking more and more and more and more and more like the Medical Admissions Committee (whoever they are) or the University Council (whoever they are) is refusing to allow applications to be properly processed.
- At least one candidate had their application declined before interview when it should not have been declined in 2018.
- At least one candidate had their GPA incorrectly calculated by the University in 2018.
- At least one candidate had an unoffiical document (produced by a NZ University) accepted by the Univesrity of Auckland as an official transcript (when it was not).
- At least one candidate had completed the requirements of a 120 point minimum post-graduate diploma or Degree from a NZ University in the minimum normal or standard time by the deadline and had NZ Universities REFUSE to acknowledge this by REFUSING TO BASE THE OUTCOME OF EXAMINATION ON REPORTS OF EXAMINERS EXTERNAL TO THE UNIVERSITY AND IN ONCE INSTANCE EXTERNAL TO THE COUNTRY.
We don't get to refuse to process our students and then cry for hand-outs to international bodies because we did not do the most basic of things that we were supposed to do to produce a sustainable infrastructure for ourselves.
The institutional response appears to be 'make us'. And 'you can't make us'. And 'we can do whatever we like and who is going to stop us?'
It is like trying to interact with a 2 year old having a toddler tantrum. Put your toys away so things are in order down the track. Put your toys away. Put your toys away. Put your toys away, properly. Process the applications. Properly. Get the students work to indepenent and external examiners who are willing and able to focus on the things the program was supposed to be about. Process the completions. Give the qualifications to all and only the people who have met the requirements for them.
If NZ is unwilling / unable to process applications for Medical School. To train students to international standards. To process completions then all the money that NZ gets from that needs to go back to wherever it came from. We don't have a Medical System when we don't process the applications. Process the training. Process the completions.
Advertise the jobs. Hire the best candiadates for the job (what the job is supposed to be about. No private advantage in a public system).
DO the job. Do the job. Do the job. The job for which you are paid.
22 x 11 District Health Board members on 6 digit salaries while our hosptials are short of internationally recognised qualified Doctors practicing within their scope of practice according to best practice guidelines. While our hospitals are short of the most basic supplies.
Are we more corrupt than South Africa?
Are we poorer than Kansas?
The University response to the fact that mis-processing occurred is worse than the fact that mis-processing occurred.
Instead of working to put it right so it doesn't happen the University chose to work to getting away with more and more and more and more and more and more and more and...
SHut it down, then.
The teachers (what teachers?) pretend to teach. The studnets pretend to learn.
The Degrees go to the kids the senior officials choose to give the Degrees to.
New Zealand: It's not working.

Dear Rebecca Ewert,
I am sorry that you find it 'vexatious' that someone might object to the fact that the University of Auckland has not been following it's regulations on Medical Student Admissions.
I would have thought that the University would care to put this issue right and to reassure the NZ public and to reassure our foreign investors of the integrity of Medical Student Admissions in NZ.
Instead, the response has been 'you can't make us follow our own regulations'.
It is a sad sad sad sad thing when those with the power don't even seem willing to *try* and do things properly.

Auckland won't process applications to Medicine.
Otago has been signing off that students have met the requirements for Medical Degree when they have been paying off foreign officials to get out of their work placement requirements.
Auckland won't blind-grade students work according to international standards.
The District Health Boards have plenty of face masks
-- But front line health workers can't have one.
Tis a wonderful world.
50 per cent of New Zealanders are locked home, out of work.
How much of a pay rise does the Minister of Health get, this year?
Does he get a bonus for not using face masks?
Do the Health Board process all the applications for people wanting to practice as Doctors?
Or only the applications of people who will agree that front line workers don't need to use face masks?

Obviously the rule I am referring to is the 5 year rule.
The rule the University sees fit to tweak each year (clever -- but perhaps not very good).
2018 statement of the rule:
Admissions to MBChB regulations 1(ii) states:
1) In order to be admitted to this programme, a student needs to have:
(ii) successfully completed, normally in the minimum academic time and no more than five years prior to the date of application, a degree, postgraduate degree or postgraduate diploma from a New Zealand University with a Grade Point Average of 6.0 or higher or equivalent

The University of Auckland supplied me with information that MPhil or PhD or other ungraded Graduate Research Degrees count for the recency (5 year) requirement but that since they are ungraded grades come from previously completed qualifications.

'Your application continued to be in the applicant pool right up until the point you were no longer eligible for consideration. What this means is that you were offered and accepted an interview, you completed that interview process, and your final scores from your GPA, UMAT and MMI were ranked, and you were placed in the 'order of merit' along with all the other candidates. At the point that we did not receive confirmation from the University of Waikato that you had completed the requirements to be awarded the degree of Master of Philosophy (MPhil) by 7th December, 2018, we could no longer consider you in the merit order for an offer'.
If the same process was followed in 2019 for 2020 start then I would have been 'order of merit' listed, again.
I am not asking the Univesrity to 'make up' information about what my 'order of merit' list score was in both years. I am asking the Univesrity to report to me what it was (on the basis of correctly calculated GPA it really goes without staying that candidates expect teh University to enter in their GPA correctly on the basis of official transcript instead of just 'making things up').

'the University has not been provided with evidence that you have 'successfully completed within the normal academic time and no more than five years prior to the date of application, a degree or postgraduate diploma from a New Zealand University with a grade point average of 6.0 or higher [1(1)(ii)] Successful completion of one or other of these qualifications at athe level specified is a requirement for entry to the MBChB and you have not provided evidence of having satisfied it.'
But I did provide evidence I successfully completed the MPhil. I provided the outcomes of examaintion listed in the University Calendar Regualtiosn and I supplied the reports of the examiners that the outcome of examination is supposed to be based in.
The Medical Admissions Committee doesn't think they need to follow the rules on processing applications.
They are not entering in GPA details correctly (who knows if they are entering in UMAT or UCAT details correctly). When the Univesrity has control over GPA details (not even blind grading students work) when the Univesrity doesn't disclose examinaers reports to it's own graduate research students. When the Univesrity doesn't base the outcome on anything external to the Univesrity. WHen teh Medical Admissiosn Committee thinks they just get to pick whatever students they choose and simply reverse engineer rubbish bullshit made up mis-information...
When teh economy is so awfully terrribly bad that the Minister of Health needed to be working 2 jobs (two portfolios) and where he still gets paid for doing... HOw much work again???
FFS. Can we at least TRY. Just a little teeny tiny bit. Just a little??
