Request on my Residency application update

Dear Ministry of Business, Innovation & Employment,
I filed for my residency in the month of February 2019, 19th to be precise. When I filed my application I got acknowledgment from INZ stating the ETA on my application to be December 2019. Till date, I have not received a single update regarding my RV application. I have extended my visa twice and this time I paid for my medical and visa fees, whereas government has extended 6 months visa for all the candidates.
My questions are:
1) I would like to know when exactly my RV application is going to be picked up?
2) how many RV applications are being allocated to CO everyday for non priority queue and which date lot is in progress as of today?
3) Are they being picked up on first come first serve basis?
4) Will I get refund for the payment I made to extend my last visa in the month of June?

Information Act 1982 (the Act), the following:
