Please provide the name of the parking warden referred to in the link. Please review ombudsman guidelines about privacy in the public sector before you make up some nonsense withholding ground because all I am asking for is their name and New Zealand does not have an anonymous public sector thanks.

Dear AT Official Information (AT),
Please be advised that I am not satisfied with your response. Before raising the matter with the Ombudsman I am asking you for a review and for an explanation as to how the withholding grounds that you have relied on apply to the information I have requested. I am entitled to ask for this under S18 (a)(ii) of the LGOIMA.
In framing your response to my request for further information under S18(a)(ii) it would be extremely helpful if you could construct your response in the context of the Ombudsman guidelines outlined below.
Privacy:
Please review the guidelines below and explain why it is 'necessary' to withhold the name of your employee in accordance with S7(1) of the LGOIMA. In constructing your response to the applicability of S7(1) please ensure you DO NOT refer to the 'Improper Pressure/Harrassment' section of this document as you have also sought to rely on S7(2)(a)(f)(ii). I will ask about 'Improper Pressure/Harrassment' shortly but in this context I am ONLY trying to understand the privacy interests you are seeking to address with the application of S7(1). As you will see in the below guidelines, both the Ombudsman and Privacy Commissioner are of the opinion that it is extremely rare for the name of a public sector employee, who should expect some scruitany in their role, to be protected under S7(1).

Improper Pressure/Harrassment':
The Ombudsman guidelines on the 'Improper pressure and harrassment' withholding ground indicate to me that it is unlikely AT has applied this withholding ground correctly. I would ask that you respond in the context of these guidelines, paying particular attention to what behaviour AT expects as a result of disclosure, how AT reached the conclusion that the predicted prejudice would be "so likely to occur" that withholding is necessary as well as how AT has reached the conclusion that the individual would be so affected by the behaviour that he or she would be unable to perform his or her duties effectively and hence the conduct of public affairs is at risk.

In addition to the above, it may now be prudent for me to request a copy of ATs LGOIMA guidelines or procedures to assess your use of the Act. Please include these in your response.
