Morning Kelly,
If you would just call me to discuss I can find out exactly what you are after. The reason this is taking so long is the scope of your request is extremely wide, covers a huge timeframe and due to Covid the Ministry is extremely time pressured.
Is there a particular restaurant you are interested in, "McDonalds" isn't the legal employer. Different companies own and run McDonalds franchises.
I apologise for the frustration but want to ensure you get the exact information you are after which a phone conversation will achieve.
I have put a call into the Ombudsman regarding your request and for advice moving forward as you have not called me to discuss.

Dear Tracy Torrance,
Hi Tracy, I understand how mcopco and franchisess work and how they are separate legal entities however I am sure they run the same payroll software.
I am also aware that McDonald's head office has been working with the labour inspectorate on behalf of all their restaurants.
Therefore I would imagine they would be the ones communicating with MBIE.
A good place to have started would be to locate the enforceable agreement between McDonald's and MBIE as per my request and then complete a scan to locate any other information that falls inside my original request.
I hope this gives you a little more guidance as to the information I seek.
Note this is buy no means a new request and is simply an attempt at helping you understand the information I have asked for.

As it presently stands, given the very large scope of the request and the correspondence from MBIE in regards to franchises, it looks like MBIE is likely to section 18 (e) and (f) to refuse without clarification/refinement. To the requester, it may be worthwhile touching base with the MBIE point of contact as she does seem to be open to engaging in further discourse.
