The Ministry recently processed an Official Information Act request and
published the response at the link below. This OIA response already
includes all the information we are able to release in relation to
e-asTTle inquiries at this time.

requests relate to information the Ministry currently holds, they are not
a means to commission additional analyses or to initiate dialogues on
topics. For this reason we are not able to answer some of the questions in
your initial request.
 
In the OIA response published above, you will find links to a number of
documents that we think give you a picture of the properties of e-asTTle,
and what it tells us about student progress. Some of these are
publications, and others are internal working documents that have been
released in response to requests from the public.

I am writing in followup to your OIA reply 1157176 to Sarah Habershon in
November 2018. In that request, you disclosed a presentation entitled
'what do we know about system performance' by Craig Jones. In that
presentation, you refer to e-asTTIE data  - eg on slide 4. I am writing
now to understand more about this data.
 
1. Please can you release the raw data used to calculate the blue 'median
student' line on page 4 in the above referenced presentation.
 
2. Please release any more detailed descriptive statistics that you have
on student performance on the e-asTTIE assessments over age, as well as
over time, ideally covering both literacy as well as numeracy.  I'd be
particularly interested in seeing any information on average performance
by decile or region, or performance at school level. I'd also be
interested in descriptive information on numbers of students taking the
test, how frequently, and how representative of the population you
consider them to be. Some of the footnotes in the presentation seem to
refer to a paper written in 2016 analysing the e-asTTIE data. This would
be a good starting place - but would prefer more recent analysis if
available.
 
3. I would like to see any briefing papers you have on the e-asTTIE data
as a system for measuring system performance. (This is not a data set
which is well published on any other platform that I can find.) This might
take the form of a Ministerial (or similar) paper outlining the features
of the data.
 
I appreciate this is a complex request. Please treat part 2 as a priority
if this becomes time consuming. Please also contact me if further
clarification would help to refine my request.
