Analysis of WHO Covid-19 origins report: Take Two

Harold made this Official Information request to Ministry of Foreign Affairs and Trade

The request was successful.

From: Harold

Dear Ministry of Foreign Affairs and Trade,

For the second time, I request copies of all analysis of the WHO Covid-19 origins report, produced by MFAT or on MFAT's behalf.

On April 1st, MFAT told Reuters:

“New Zealand acknowledges that member states have expressed a number of concerns. New Zealand wants to make sure we conduct an independent analysis to ensure we understand the science before making any comment”

and:

"Our scientific experts, who have been fully engaged with the wider COVID response, are analysing the report. When they have done so, we will decide on the most appropriate way to comment on the mission”

For the avoidance of doubt, this is the analysis I'm referring to. The Ministry of Health have told me they hold no such documents, so please don't refer me to them again.

Yours faithfully,

Harold

Dear Julie-Anne Lee,

This is totally unacceptable. Your delays in processing another person's OIA request are not a legal reason to extend the response time for my request. Please provide me a reason for my extension that exists in law.

My request is for the information MFAT described in the quotes I provided: a specific piece of analysis conducted by specific scientific experts. This is the only thing I am requesting. Please give me a legal reason why my request for this specific information has been delayed.

Yours sincerely,

Harold

Dear Julie-Anne Lee,

By your lack of response, I am led to believe that MFAT intends to withhold the information I requested without providing any legal excuse for doing so, or any excuse relevent to my request at all. I am surprised and disappointed that MFAT has chosen to ignore their legal obligations.

I am also concerned at your letter's reference to another person's OIA request which "contains information you may be interested in", which I take it means that this is the information MFAT intends to finally provide me.

I want to make it clear that I do not want to receive any information besides what I requested. This is information MFAT have referred to publically on several occassions, including in the quotes I provided, so there should be no difficulty doing so.

Yours sincerely,

Harold

Dear MFAT,

What a complete joke. An additional 65 working days to process 9 pages of emails. Adding up to more than 110 working days to release 25 pages of responsive documents - not counting the 138 pages of already-public material you added to pad out the second tranche. Of course I'm going to complain to the Ombudsman about this absurd delay.

In the meantime, I'd like to make a follow-up request:

I request copies of all communications (internal and external) generated by MFAT in the processing of my two OIA requests: The 19 April request transferred to the Ministry of Health (OIA 27407) and the request I submitted 4 May (OIA 27499).

Yours sincerely,

Harold

Kia ora Harold

Thank you for your OIA request received on 24 October 2021 for:

“I request copies of all communications (internal and external) generated
by MFAT in the processing of my two OIA requests: The 19 April request
transferred to the Ministry of Health (OIA 27407) and the request I
submitted 4 May (OIA 27499).”

This email confirms receipt of your request and advises that we will
respond to it as soon as reasonably practicable, and in terms of the
timeframes and requirements of the OIA.

Many Ministry staff are working remotely during COVID-19 Alert Levels.
Many are also contributing to the Government’s response to the situation
in Afghanistan. This means we may have reduced capacity to process some
OIA requests. We will do our best to make decisions on your OIA request as
soon as practicably possible, and to keep you informed of progress if
there are likely to be delays.

For your information, the Chief Ombudsman has published updated guidance
on OIA requests during the COVID-19 emergency:

• Chief Ombudsman’s statement on official information response times
during COVID-19 lockdown(external link)

• FAQs about official information requests during COVID-19

Please note that our response letter to you (with your personal details
redacted), and any enclosed documents, may be published on the Ministry’s
website.

Ngā mihi

Hi Harold,
The information as provided gives nothing of substance and confirms MFAT aren't really interested and shows they are going along with the global narrative. All the information on this pandemic is now available.
Made in Wuhan
Funded by Eco Health Alliance
In turn funded by NIAID
Request to DARPA to release virus was declined - so whether or not this was released on purpose is what needs to be determined
NIAID has patents for mRNA jabs so are making enormous money being one of the agencies responsible for the response by pushing jabs
A proper investigation would see a number of people tried for crimes against humanity
