Dear Mr. Irish,

 

Thank you for your email to the Council received on 24 May 2021 in which
you requested information relating to St Gerard's church.

 

I can advise that the Council has not considered providing funding or
taking ownership of the building.

 

With respect to the earthquake prone status of the building, the national
framework for managing earthquake-prone buildings took effect in July 2017
via changes to the Building Act 2004, along with regulations and the
Earthquake-prone Building Methodology.  

 

A copy of the EPB methodology and other information about earthquake-prone
buildings is available on the MBIE website via the following link:

This building is earthquake-prone under the current legislation. This
status came as a result of an Initial Evaluation Process (IEP) assessment
followed by a Detailed Seismic Assessment (DSA) carried out by the owners'
engineer which indicates the building achieves less than 34% NBS. The
building has been issued with an earthquake-prone building notice, which
requires that the building owner must either strengthen or demolish the
building or part of the building that causes it to be earthquake-prone.
The building can still be used and occupied for its current lawful use
prior to the notice expiring.

 

A building, or part of a building, is earthquake prone if it will have its
ultimate capacity exceeded in a moderate earthquake, (achieve less than
34%NBS) and if it were to collapse, would do so in a way that is likely to
cause injury or death to persons in or near the building or on any other
property, or damage to any other property.

 

It is important to note that if a brand new building were built today it
should be designed to achieve at least 100%NBS. A building which is
100%NBS should be designed not to collapse in a design (larger) earthquake
so that people can egress the building safely.

Good morning Mr. Irish,

Thank you for your email received in respect of the St Gerard's Monastery.

In order to clarify, the Council is not suggesting the building owners should demolish the building. St Gerard's is a Category 1 heritage building and as such subject to a range of protections.

The Council has previously contributed funding to a Detailed Seismic Assessment of the building, https://wellington.govt.nz/-/media/your-..., and also recently granted an extension of 10 years to enable the completion of seismic strengthening work.

Dear Ian Hunter,

This is an outrageous reply are you implying that the owners should be demolishing a heritage building? Is there no protection for heritage grade buildings? Of course a new building would, its hardly a new commercial building it was built well before any recent council regulations. Its heritage status comes from the fact it is very old. My question is what is the council doing to protect this heritage building but encouraging this iconic building to be distroyed.
