There are 11 territorial authorities in Waikato. Please provide the

I believe you are requesting property  information from each of the
Territorial Authorities in NZ under the Official Information Act.  Many of
the Territorial Authorities are assigning the request under the Official
Information Act to QV as their valuation service provider and holder of
their District Valuation Roll.

 

Please find attached the average price of property for all TA’s (including
historical information).  There is more information on our website about

Dear K. Yang

 

We refer to your official information request, which was transferred from
Hamilton City Council to Waikato District Council (WDC) on 16 July 2021,
for information regarding average sale price of all residential houses
from 2000 to 2021.

 

The Local Government Official Information and Meetings Act 1987 (LGOIMA)
enables people to request official information from local government
agencies, including Waikato District Council (WDC). However, the LGOIMA
only applies to information that is already held by WDC.   There is no
obligation on WDC  to create information in order to respond to a request.
The information you are seeking in this case is not held by WDC but would
need to be created in order to respond to your request.

We am therefore refusing your request under section 17(g) of the LGOIMA,
because WDC does not hold any official information. I am, however, able to
advise that Quotable Value (QV) may hold this information.

 

You have the right to seek an investigation and review by the Ombudsman of
this decision.

Our Response

 

Please be aware, your request was transferred to us by Waikato Regional
Council. We are only able to provide information to your request, that is
covered by the Hamilton City Council boundary. Please also be aware – our
internal average price does differ slightly from the price released by
REINZ as we include all private sales.

 

That being said, please see below for the data which you have requested
relevant to our Council’s boundary:

Unfortunately, we don’t have any data back to 2000.

 

The reason we cannot provide up to date information is that we collect the
property sale data when the property transaction completes. However, we
report the price based on the contract date (the date that the agreement
was signed). There is normally a gap (on average 2 months) between the
agreement signed and the actual settlement date. Hence, we allow 2 to 3
month to make sure we collect enough data points before we calculate the
stats.

 

If you are after more up-to-date information you will have to engage with
REINZ who collects data as soon as a contract goes unconditional. However,
they don’t have any private sale data included.

 

You have the right to seek an investigation and review by the Ombudsman of

Regarding your request for average sale process of residential houses in a
given year, I advise that we do not hold this information in a database
that enables us to provide the details without taking considerable time,
for which there would be a charge. I have forwarded your request to
Waikato Local Area Shared Services, who have access to data and can
calculate how much it may cost to extract and provide the information. I
have not heard back from them. Someone from WLASS may have contacted you
directly.

 

I suggest that you refer to [1]https://www.qv.co.nz/price-index/ for the
last 5 years average sale prices.
