Dear Ministry of Foreign Affairs and Trade,

I would like to request under the Official Information Act:

* all briefing for meetings with the Minister of Immigration in the last eighteen months.

If any documents that fall within the scope of my request are to be
withheld in full then I would like the titles and dates of those
documents to be released. I would also prefer that if my request is
expansive enough to trigger a s18(f) refusal that I can be provided
with the titles/dates of the relevant documents so that I can focus
my request forwards particular documents.

Very interesting: I did a follow up on the review of IPB that is mentioned in one of the briefings.

The only thing I would mention is that you should challenge to the Ombudsman the extensive practice of just stating s6(a) or other sections without any further explanation. The Ombudsman has said in their OIA guide on s6 that

"The public sector agency must be able to identify, with sufficient particularity, the nature of the prejudicial effect and explain how such prejudice will occur in order to meet the tests for withholding in section 6"

There is no explanation here. In particular just stating s6(a) doesn't identify exactly what aspect of s6(a) is relied upon: s6(a) covers both the international relations of NZ and national security: which is it here?

Thanks Joshua, I made a complaint to the Ombudsman last September and hear that the response is waiting at home for me. I will certainly follow up on this one too given the amount of withheld material. In other places, I think I can challenge some of the s(9) rulings based on 'public interest'... well I will give it a go, at least.
