Dear Hutt City Council,
Q.1: Please advise how much the HCC has spent between 1 July 2019 and 7 September 2021 on consultants and contractors associated with researching, advising, reporting, monitoring, tender management, contract management and any other services related to the waste and recycling review, tender process and implementation of the new system. Please provide the name of each consultant and contractor, a description of their role and total amount paid to date to each of them. This excludes costs paid to the main contractor, Waste Management.
Q.2: Please advise how much has been paid to Morrison Low Consultants between 1 July 2019 and 7 September 2021 for any and all consultancy provided to HCC.
Q.3: Of the amount paid in Q2, please advise how much has been associated with supporting HCC's tender and procurement process for the new Rubbish and Recycling service. Please advise the original amount approved by HCC in late 2019 for this work.
Q.4: Please advise if the officers charged with running the tender process for this consultancy originally approved Tonkin & Taylor and on what date. Please advise Tonkin & Taylor's proposed fee and Morrison Lowe's. Please advise whether the decision was made to overturn the officers' original decision to appoint Tonkin & Taylor and, if so, the reasons why this occurred and on what date this occurred.
Q.5: Prior to the awarding of the tender to Morrison Low, for how many months was Morrison engaged with Council in making recommendations about what the council should do about rubbish and recycling?
Q.6: Please supply all Council emails or other communications between 1 July 2019 and 31 December 2019 relating to the awarding of waste & recycling consultancy tender to Morrison Lowe. Please include all communications between the Council officer committee charged with making the decision about awarding the consultancy tender, or anyone who has at any time served as a committee member, and the Council CEO or other council officers. Please include all communications between senior council managers, any or all of the committee members, and between one or more of the committee members and the CEO, and include communications where other staff members not on the tender committee were copied into the communications from the CEO or from one of more of the committee members.
Q.7: Please advise how much has been spent in relation to waste and recycling on the items below between 1 July 2019 and 7 September 2021. Please break the costs out by category as follows:
- advertising consultancy and communications design & implementation
- print advertising and promotion in newspapers for both consultation and implementation/roll out
- advertising and promotion online for both consultation and implementation/roll out
- billboard rentals (e.g., the one on state highway 2, just north of the Petone esplanade overbridge)
- the cost of hard copy inserts in rates demands
- production and distribution of letterbox drop pamphlets and flyers
- production and distribution of newspaper inserts, pamphlets and flyers
- subcontracting call centre work to agencies outside Hutt City Council
Q.8: Please advise how much has council spent since 1 April 2019 on purchasing new waste and recycling bins and how many bins of each bin size have been purchased.
