Dear Jacinda Ardern,
Please provide information of what the government plans to do to people who refuse the offer of a Covid vaccination given that every person has the right to exercise their right including as stated under the medical ethics principle of informed consent as set out in the Nuremberg Code and Helsinki Protocol which protect against medical experimentation including non-acceptance of medication or medical procedures against their will as set out in New Zealand's Bill of Rights.

Thank you for your request for official information which was transferred
from the Office of the Prime Minister and received by the Ministry of
Health on 18 October 2021. You requested:

The government is acting consistently and in compliance with the New
Zealand Bill of Rights Act 1990 and Human Rights Act 1993. Human rights
matters are considered as part of the making of legal instruments as part
of the COVID-19 response, and section 5 of the New Zealand Bill of Rights
Act 1990 provides that the rights can be subject to such reasonable limits
prescribed by law as demonstrably justified in a free and democratic

In New Zealand, all health and disability providers are subject to the
Code of Health and Disability Services Consumers’ Rights with information
