Legitimacy of vaccine certificates

Please provide the legislation under which
1.citizens in new zealand are required to have vaccine passports and are required to carry them
2. the criteria for having a vaccine passport is to be double jabbed please provide the research documentation which supports the issuing of a vaccine passport to some one who had their second jab more than six months ago and how these people can be considered more protected than some one with their own immunity
3. The vaccine passport is valid for 6 months from issue which means that some one vaccinated over 6 months ago is effectively reaching the 1 year mark when their passport is still valid while a person who has not been vaxxed but has the same level of protection is excluded from participation in society .. Please provide the research that shows the legal basis on which this can this be justified

Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the
Act) to the Ministry of Health (the Ministry) on 29 November 2021 for
information regarding vaccination status certificates. Each point of your
request is answered in turn.
Please provide the legislation under which citizens in new zealand are
required to have vaccine passports and are required to carry them
My Vaccine Pass is an official record of a person's COVID-19 vaccination
status for use within Aotearoa New Zealand. It allows people to access
certain events and venues operating under the COVID-19 Protection
Framework (traffic light system). COVID-19 vaccination certificate (CVC)
are issued under the COVID-19 Public Health Response (COVID-19 Vaccination
Certificate) Order 2021

sets out the rules of where CVCs must be used.

The vaccine passport is valid for 6 months from issue which means that
