Dear KiwiRail,

I would like to request the 2010 report on the feasibility of reopening the Southerner Service, (for the avoidance of doubt, the service that ran between Christchurch, Timaru and Dunedin,
which ceased operating in 2002). If there is a more recent one, I'd like that one as well.

I would also like to request any other business cases or feasibility studies into (re)starting inter-city commuter and tourist rail services on other routes since 2012.

Hi Dave,

I was just curious about what work has been done over the last decade on passenger rail in NZ. There has been a lot of hubbub about the Te Huia train and cancellations of the tourism trains, so I wanted to see what other work KiwiRail had done to bring back proper passenger rail. Trains used to be faster and went pretty much anywhere, but now there are hardly any to catch except for a few. I searched for what services had been looked at and came across an article from the Otago Daily Times on the Southerner service, so I thought that was an excellent place to start.

This request is quite overdue, so if you would be so kind as to let me know a time frame for when I can expect some more info, that would be great. It would be fine if it came it drips and drabs.

My apologies - this had been responded to - although sometime our send-aware system blocks external emails with attachments if the email addresses look a bit unusual. Apologies if this is what has happened.

Please find our response below, and the related attachments, the 2010 report, and a much more recent study undertaken by the Canterbury Mayoralty Forum which may provide some insight as well.

Obviously, most of the economic assumptions, and projected costs are to be viewed with caution as this was all pre-covid etc (and 12 years-old in the case of the 2010 study).

As FYI - (and you may already have seen this) standing up a new regional passenger rail services is a complex process. Our web site contains some information on regional passenger services and how they are funded which you may find useful.
