Wellington City Council Net Surpluses

Dear Wellington City Council,
I have reviewed the WCC annual reports for the last few years and note the following net surpluses / deficits were posted
2021 - 7,457m surplus
2020 - 15,146 surplus
2019 - 23,867 deficit
2018 - 32,307 surplus
2017 - 31,679 surplus
2016 - 34,106 surplus
2015 - 35.5 surplus
2014 - 27.5m surplus
At a quick glance that is a net surplus of 159,828 m across the last eight years. Despite these surpluses rates go up each year, infrastructure is crumbling, council debt sits at 832m and counting, geographically Wellington is small with a massive commercial rates take so infrastructure would be less than say Hamilton and Tauranga to fund - where does all the money go?! Please provide the following
- Council policy documents / directives associated with surplus revenue and what occurs when there are surpluses
- If the above is not available please provide what these surpluses were earmarked for each year
- Effectively what are the governance requirements around surpluses and where does all the money go to
Please provide any and all meeting notes, minutes, governance discussions around council having a moratorium and only spending what the rates take allows them to?
For example - like a normal household, why doesn't the council only spend what they can afford? Has this radical idea ever been discussed at executive level?
