Kia ora Mr Peterson
Thank you for your request under the Official Information Act. You have
requested:
“a record of times ‘Whangârei’, or ‘Whangarei’, has been mentioned in
Cabinet papers from the date beginning 26 October 2017 to present.
I am also requesting copies of documentation/discussion on the topic of
Whangârei’/‘Whangarei’, from said Cabinet minutes, presentations,
documents, or other materials.”
Although we hold Cabinet records, we are unable to make decisions on the
release of Cabinet papers to the public as we are not the subject-matter
experts. As a result, we will need to transfer your request to the
relevant Ministers’ offices responsible for the material relevant to your
request.
We note that your request is substantial and will involve hundreds of
transfers and likely a lengthy extension. In the first instance, we would
be grateful if you could refine your request to identify the subject
matter/s you would like Cabinet material relating to.
We also note that it is possible that a large amount of the Cabinet
material that includes Whangârei or Whangarei relates to the Cabinet
Appointments and Honours Committee (APH) (for example, the addresses of
individuals appointed to local boards or other bodies). Assuming your
request does not relate to appointments, could refine the request to
exclude the material relevant to APH. That would reduce (but not remove)
the need for an extension.
If the request is not refined, we will need a substantial extension to
enable us to respond appropriately.
Please advise whether you’re able to refine your request, including by
excluding appointment papers from the scope of the request. Otherwise we
will proceed on the basis that an extension to the timeframe for response
will be required, and we will come back to you on the length of that
extension.

Thank you for coming back to us and helpfully clarifying your request for
information under the Official Information Act. You have now asked for:
‘only the mention of Whangārei pertaining to funding decisions within
Cabinet’.
However, we note that there is still a substantial amount of material
potentially within scope of your clarified request. Accordingly, if your
request is not further refined, we may need to refuse your request under
section 18(f) of the Act on the basis that the information requested
cannot be made available without substantial collation or research. Is it
possible for you to further refine your request to relate to one or more
specific subjects, for example – Cabinet funding decisions relating to
infrastructure projects and/or you may choose to refine your request by
amending the timeframe for the material requested.
Please advise whether you are able to refine your request. I would
appreciate your response by Wednesday 27 July 2022. If we have not heard
from you by this date, we will consider your request as it is currently
framed. You can contact us to discuss our proposals by email to the
Cabinet Office – [1][email address].

Tēnā koe Harry,
Official Information Act request: All documents and Cabinet papers
mentioning Whangarei in relation to infrastructure and health funding
decisions from the date beginning October 25 2017.
As you will be aware, your request has been expanded to include potential
information held by various government departments. As such, Cabinet
Office have arranged to transfer your request to the relevant Ministers
and government departments under section 14(b)(ii) of the Act, one of
which being the Department of Conservation. We received your request on 24
August 2022.
We would like to seek further clarification as pertains to your original
request to determine what, if any, relevant information might be held by
the Department of Conservation. Are you able to provide us with the type
of ‘infrastructure’ documents you wish to receive? We would likely be able
to provide you with information relating to hut and track infrastructure
in the Whangarei area. Is this the information you are after? If so, is
there a specific type of ‘documents’ you would like to receive?
Thank you for working with us. These questions will help ensure that we
provide you with the correct information you are seeking.

Thank you for your request for official information which was transferred
from the Department of the Prime Minister and Cabinet (DPMC) on 24 August
2022 for:
All documents and Cabinet papers mentioning Whangarei in relation to
infrastructure and health funding decisions from the date beginning
October 25 2017
We are contacting you to clarify part of your request.
You were contacted to refine your request several times by DPMC, with your
requests focusing on Cabinet Papers in particular. Are you intending that
Manatû Hauora provide the Cabinet Papers that are within the scope of your
request? Please note that requests that refer to ‘all documents’ often
lead to responses of substantial size that are likely to be extended for
significant periods of time or refused in full or in part under section
18(f) of the Act.
We look forward to receiving your response.
If you could please reply to the above clarification request by Friday, 9
September 2022.

Dear Harry
I refer to your official information request dated 17 August 2022 for:
"All documents and Cabinet papers mentioning Whangārei in relation to
infrastructure and health funding decisions from the date beginning
October 2017"
The Official Information Act 1982 (the Act) requires that we advise you of
our decision on your request no later than 20 working days after the day
we received your request. Unfortunately, it will not be possible to meet
that time limit and we are therefore writing to notify you of an extension
of the time to make our decision, to 19 October 2022.
This extension is necessary because your request requires consultation
across several agencies and as such a proper response cannot reasonably be
made within the original time limit.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at

The Treasury I Your Official Information Act Request dated 24 August 2022
Dear Harry Peterson,
On 24 August 2022, your request was transferred to The Treasury asking
for, under the Official Information Act 1982 (the Act), the following
information:
…all documents and Cabinet papers mentioning Whangârei in relation to
infrastructure and health funding decisions from October 2017.
Your request appears to be broad in scope and is likely to be refused

collation would be required to provide the information requested.
As such, I would like to suggest refining your request, so we are able to
make the proper considerations on the information you are seeking. I
recommend refining your request, for example by requesting all health
related infrastructure documents mentioning Whangârei, during the period

Please confirm whether you would be happy with the following suggested
refinement.
I look forward to hearing from you regarding the refinement of your
request.
