Official information request for data on Concussion in Karate Athletes
I refer to your official information request dated 2 August 2020 for
information on concussion in Karate athletes.
As part of your request, you requested:
 
“Do judges, referees and other trained and qualified individuals at Karate
New Zealand competitions have a duty of care to participants, specific to
excessive contact to the head in sparring matches? If so, what are the
limitations of the duty of care?”
 
However we required further clarification from you in order to correctly
respond to your request. As currently frame “duty of care” is very broad
and difficult for us to answer as it is a subjective term, it could be
argued that everyone has a duty of care. Duty of care refers to anything
to do with individual wellbeing , welfare, compliance and good practice.
 
We would like to clarify if you are seeking information regarding if
judges, referees, coaches and other trained and qualified individuals at
Karate New Zealand are required to meet and safety regulations, undergo
first aid training, or testing before working with athletes?

Official information request for Concussion in Karate Athletes.

I refer to your official information request dated 2 August 2022, and
subsequently refined on 22 August 2022 regarding concussion in Karate
Athletes.

The OIA requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 19 September, or sooner if possible.

This extension is to allow consultation necessary to make a decision on
your request are such that a proper response cannot reasonably be made
within the original time limit. Consultation is required as some of the
information you have requested is held by a third party whom we need
consult with to prepare the full response to your request
