Dear Southland District Council,
Can you please provide the following information:
What type of salary structure is Southland District Council staff members based on?
Depending on the salary structure:
1. Average increase in salary per year over the past 4 years (in percentage terms), broken down by job title/business unit for both full-time and part time staff.
2. What are the job titles (including team/business unit) for those full-time / part time staff.
3. How many staff members do each of the titles full into based on the salary/pay?
If you are able to provide this information in Excel or other spreadsheet form that would be greatly appreciated. The data I am requesting is from (2018-2022)
Additionally, I am requesting information about performance reviews and how these are processed in accordance with employment law etc.
I.e. how often performance reviews are conducted, are performance reviews conducted by direct managers or based off someone who the staff member works with day-to-day.
How much has the Southland District Council paid out to ex or current staff members, due to failing to comply with employment law or due to other complaints - (from 2016-present), broken down by year. Out of the total amount how many staff members whether current or ex was this paid out to.

As per your Local Government Official Information and Meetings Act request
dated 25 October (my apologies for the lateness of this response), the
answers to your questions are as follows:
What type of salary structure is Southland District Council staff members
based on?
All of our roles are individually sized so we don’t have a salary
structure per se.
Depending on the salary structure:
. Average increase in salary per year over the past 4 years (in percentage
terms), broken down by job title/business unit for both full-time and part
time staff.
2. What are the job titles (including team/business unit) for those
full-time / part time staff.
3. How many staff members do each of the titles full into based on the
salary/pay?
We don’t aggregate and most of our positions are one person roles, so we
cannot release the information you are requesting under privacy laws.
Individual staff members would be easily identified through this process.
Our salary increases are based on a mixture of market increase and
performance.
If you are able to provide this information in Excel or other spreadsheet
form that would be greatly appreciated. The data I am requesting is from
(2018-2022)
Additionally, I am requesting information about performance reviews and
how these are processed in accordance with employment law etc.
I.e. how often performance reviews are conducted, are performance reviews
conducted by direct managers or based off someone who the staff member
works with day-to-day.
Performance reviews are not technically governed by employment law –
however, for your information, managers carry out reviews with staff once
a year.
How much has the Southland District Council paid out to ex or current
staff members, due to failing to comply with employment law or due to
other complaints - (from 2016-present), broken down by year. Out of the
total amount how many staff members whether current or ex was this paid
out to.
All material is taken from the annual reports for those years and is what
is in the report:
2016-2017 – nil
2017-2018 – two payments $37,264 total (severance)
2018-2019 – three payments of $15,000, $18,000 and $53,959 (severance)
2019-2020 – one payment of $25,000 (severance)
2020-2021 – three payments of $127,875, $40,000 and $25,500 (severance)
2021-2022 – data not available yet – will be in annual report which is not
completed

raise these with the Ombudsman in accordance with Section 27 (3) of the
